BACKGROUND

The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. WFP development projects focus on social protection and safety nets for the vulnerable through nutrition interventions, smallholder agricultural livelihood promotion and market support, school meals and investing in strengthening national capacities to develop and manage sustainable food and nutrition security programmes.

Through its field presence and the various activities it implements, WFP provides support to enhance government capacity to achieve its objectives as outlined in the Pro-Poor Agenda for Prosperity and Development (PAPD). In line with the above, WFP is seeking to strengthen its programme implementation in the field through the recruitment of a Programme Assistant.

JOB PURPOSE:

The Programme Assistant-CBT/HGSF will be part of a team of dedicated and committed field staff responsible to support WFP operations under the Saclepea Field Office through programme planning, monitoring, reporting and coordination to support the effective delivery of WFP assistance packages outlined in the Country Strategic Plan (CSP).

SUPERVISION RECEIVED: The Programme Assistant - CBT/HGSF will be reporting to the Programme Policy Officer (Head of Field Office) or delegated Officer-in-charge of the Field Office.

KEY ACCOUNTABILITIES:

The Programme Assistant will be responsible to carry out the following duties:

  1. Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
  3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  4. Perform accurate, timely recording of data within the specific technical area of work (e.g. Cash-Base Transfer, Home-Grown School, food security and vulnerability assessments) following corporate standards and guidelines.
  5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Support communication and activities with local partners, agencies, NGOs and government institutions.
  7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.

SPECIFIC JOB REQUIREMENTS

  • Provide support to implementation of various activities under the Saclepea Field Office in alignment with wider programme policies and guidelines;
  • Provide activities management support to specific programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures;
  • Prepare a range of reports supported through data collection, collation and analysis and highlight issues, successes and to ensure that deliverables adhere to corporate standards and quality programme delivery;
  • Ensure accurate, timely provision of data on beneficiaries and transfer requirements to support planning and delivery of assistance and food release notes are processed through corporate platforms or tool/s;
  • Liaise with partners including the Ministries of Education, Agriculture and Gender, Children and Social Protection) to support effective monitoring and reporting of ongoing CBT and Home-Grown School, Feeding programme activities;
  • Coordinate and communicate with local partners including government to ensure efficient delivery of programme activities including food assistance;
  • Support the capacity building of cooperating partners and government within the specific technical areas defined under WFP’s programme;
  • Support internall information sharing with other WFP staff to support effective collaboration, implementation and monitoring of ongoing WFP activities;
  • Resolve a range of operational queries and problems relating to programme implementation in the field;
  • Perform other duties as required/assigned.

STANDARD MINIMUM QUALIFICATIONS

Education

Completion of secondary school education. A post-secondary certificate in the related

functional area is desirable.

Experience

At least three years of experience in monitoring and evaluating the activities of large scale programmes, database management, data collection and conducting surveys at field level, participatory assessment and monitoring, data processing or analysis and computer experience and M&E design experience.

Knowledge

Has experience analyzing programme output and outcome data.

General knowledge of WFP monitoring and evaluation systems and standards.

Desirable Skills

Has facilitated communication with technical teams (i.e. nutrition, VAM, Social Protection, etc.).

Has contributed to implementation of programmes.

Has observed or assisted with policy discussions.

Language

Fluency in both oral and written communication in the English language
