Org. Setting and Reporting This position is located in the Training and Advance Education (TAE) unit of the United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy. The incumbent will work under the direct supervision of the TAE Programme Officer and overall guidance of the Senior Programme Officer (Deputy Director).

Responsibilities Within assigned authority, the Programme Assistant will be responsible for the following specific duties:

  • Provide support in planning, implementation, monitoring, and evaluation of assigned projects and activities, including the LL.M. in Transnational Crime and Justice and specialised courses.

  • Monitor status of expenditures and allotments through the in-house SAP system (UMOJA), record variations, update budget tables; consolidate data received and provide support with respect to budget reviews. Review the status of relevant expenditures and compare with approved the budget; review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds; assist in the preparation of budgets and budget performance submissions; prepare statistical tables and standard financial reports.

  • Perform duties related to human resources planning and consequent implementation of recruitment of non-staff personnel in accordance with the training needs, including monitoring availability of funds, preparation of terms of reference, creation of job openings and evaluation of candidates (also on behalf of the TAE Programme Officer), collection of required documentation from selected candidates, and facilitation of issuance of Human Resources contracts.

  • Perform other related administrative duties as required, e.g. operational travel programme; monitoring accounts and payments to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations.

  • Serve as focal point for coordination, monitoring and implementation of TAE activities, involving extensive liaison with organisational units to initiate requests, prepare standard terms of reference, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation (e.g., recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.,).

  • Collaborate with the TAE Programme Officer in the elaboration of various planning instruments such as yearly work plans; assist the elaboration of quarterly and end-of-year TAE reports, as well as donor reports, as relevant.

  • Assist in the coordination of training planning and preparation; monitor status of project proposals; take necessary action to ensure project documents are completed and submitted to relevant UNICRI authorities for approval, including legal and financial agreements.

  • Coordinate with project partners for the implementation of specialised courses, including in Italy, and support the identification of new project partners and beneficiaries, including academia and donors, in Italy and elsewhere.

  • Draft correspondence and communications related to project implementation and administration, including work plan and budgets, revisions, and other related issues.

  • Support promotion and advertisement of TAE initiatives at international and local levels in coordination with the UNICRI Public Information and Communications team.

  • Prepare, maintain and update files and internal databases; design and generate a variety of adhoc reports, statistical tables, graphic content, and other background materials/notes tofacilitate inspection and other reviews.

  • Perform other work-related duties as assigned.

  • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education High school diploma or equivalent is required.

    Job - Specific Qualification Passing the Global General Service Test (GGST) is a prerequisite, i.e. is required, for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.

Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Work Experience A minimum of seven (7) years of progressively responsible professional experience in providing assistance in planning and implementation of projects/programmes in the area of training and advanced education related to the field of crime prevention and criminal justice, is required.

Work experience with the administrative aspects of project/programmes, such as budget preparation and monitoring, and human resources planning and administration, is required.

Work experience in the United Nations or a similar international organisation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English is required. Fluency in Italian, which is the language of the Host Country, is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This position is funded from extra-budgetary resources and is limited to UNICRI. The initial appointment will be for a period of one year and any extension of the appointment is subject to extension of the mandate and/or the availability of funds. In view of the nature of the funding of the present position, should a UN Secretariat staff member apply and be selected for this position with the Institute, such a selection will be implemented on a temporary basis.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Non-local candidates will be considered only when no suitable candidate from the duty station is identified and will be subject to local recruitment.
