This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the technical coordination of the Director of Decentralization and Deconcentration and other officials of the Secretariat of State for Decentralization (SED), the National United Nations Volunteer in Proximity Support will be in charge of the following tasks directly related to the implementation of the decentralization policy and the local development approach.

Ensure the crucial role of 'transmission belt' between the SED, the regional authorities and the populations for all development issues and for emergency measures related to health crises (COVID, -19 and other diseases) and those due to the hazards of climate change (flooding, drought, locust invasion...).

  • Participation in the elaboration of regional development plans and in the planning and implementation of all regional and community development actions.
  • Participate in the effort to build the region's capacity in planning, programming, budgeting, implementation and monitoring of their local development plans.
  • Contribute to the functioning of local organizations likely to impel and animate the process of local development, in particular the Coordination Committee for Regional Development (CCDR).
  • At the regional level, coordinate and facilitate the intervention of the various SED projects, particularly in the areas of decentralization and response to CODIV-19.
  • Sensitize and accompany in a particular way the local institutional actors on the policy of decentralization and response to CODIV-19
  • Raise awareness on the changes in behaviour and aptitude of the population with regard to containment and barrier measures aimed at reducing the impact of CODIV-19.
  • Participate in the training provided in the framework of SED projects and intended for the pools of trainers and local expertise network (NGOs, service providers).
  • Contribute to the collection of information necessary for the periodic reporting of the SED
  • To follow up on activities initiated by the SED in the framework of ongoing projects in the region.
  • Mapping and monitoring the implementation of the contribution of partners in regional development initiatives and facilitating their integration
  • Participate in communication actions while ensuring the visibility of the work of the SED and its partners.
  • Carry out any other tasks useful for the smooth running of activities in support of the decentralization process.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Required experience:

24 Months

Experience remark:

2 years’ experience preferably in the management of field projects

Language skills:

  • French(Mandatory), Level - Fluent
  • English(Optional), Level - Fluent
  • Arabic(Optional), Level - Fluent

Area of expertise:
