UNICEF Uganda works with the Government of Uganda and partners to ensure that every child learns and acquires skills for a better future. The Learning & Skilling (L&S) Section promotes access to quality education, skills development, and employment opportunities for adolescents and young people in both refugee and host communities.

To strengthen evidence generation, monitoring, and learning, the section seeks a Programme Assistant UNV to support data collection, management, analysis, and visualization for decision-making and results tracking under the EU-funded Gender for Development Uganda (G4DU) programme and the Netherlands-funded PROSPECTS Partnership.

The G4DU programme aims to improve girls’ education, skilling, protection from gender-based violence (GBV), and sexual and reproductive health and rights (SRHR). It focuses on supporting adolescent girls’ transition from upper primary (P4–P7) to lower secondary (S1–S4), ensuring they stay in school and gain relevant skills and protection. The programme is implemented in seven districts: Adjumani, Kitgum, Lamwo, Madi-Okollo, Nebbi, Oyam, and Yumbe, with an emphasis on strengthening systems and partnerships that advance gender equality and adolescent well-being. In collaboration with partners such as ENABLE and KfW, and under the leadership of the Ministry of Education and Sports (MoES), UNICEF contributes through key interventions including Primary School-Based Performance Grants, school clubs, and strengthened District Local Government (DLG) oversight, coordination, and monitoring. With implementation expanding in 2025, there is increased need in 2026 to support headteachers in submitting and analyzing performance grant data, mapping and assessing school-based adolescent girls’ clubs, and strengthening DLG coordination to enhance government ownership and sustainability.

The PROSPECTS Partnership is a multi-year initiative funded by the Government of the Netherlands and implemented by IFC, ILO, UNHCR, UNICEF, and the World Bank. It aims to address the long-term needs of refugees and host communities by strengthening national systems to deliver education, livelihoods, protection, and social services. Uganda hosts over 1.9 million refugees, and PROSPECTS promotes a shift from humanitarian assistance to development-oriented, nationally integrated solutions.

The partnership focuses on four pillars: improving access to quality education and skills; expanding employment and livelihood opportunities; enhancing protection and social inclusion; and addressing infrastructure gaps in refugee-hosting districts such as Madi-Okollo, Terego, and Isingiro. As the project approaches closure in 2027, there is a need to support follow-up of training graduates, monitor alternative skilling pathways, document scalable models for DLGs, and contribute to evidence-based decision-making.

Under the direct supervision of the Adolescent Development Manager (Level 4) and the Edu-cation Specialist (Level 3) and in close collaboration with the broader L&S team, the UNV will support the section’s field information collection, completeness of programme information and support interpreting program evidence and presenting insights. This volunteering will provide exposure to UNICEF’s data systems, results monitoring frameworks, and collaborative pro-gramme implementation processes. It will also be an opportunity to work with the government, schools and other development partners (UNHCR, ILO, NGOs, etc.) on data collection and analysis.

Under the direct supervision of Education Specialist (Level 3), the UN Volunteer will undertake the following tasks:

Field information capture and information system maintenance: Support compilation and validation of field information from UNICEF, schools and partner reports under G4DU and PROSPECTS. Assist in organizing and maintaining datasets across education and skilling. Contribute to the creation and maintenance of structured databases and metadata documentation for ongoing projects.

Checking the robustness and completeness of program information: Review and clean project implementation datasets for completeness and accuracy. Support partner and school headteacher performance reporting verification processes. Maintain data consistency between partner reporting tools, and excel-based trackers.

Interpreting program evidence and presenting insights: Support analysis of programme results and funding progress across PROSPECTS and G4DU workstreams. Assist in preparing presentations for quarterly and annual review meetings as well as other decision-making documents.

Liaison: Contributes to strengthening partnership and coordination between multisectoral PROSPECTS team and DLG and Implementation Partners including the PROSPECTS Opportunity Fund on TVET.

Capacity Building: Support the design and facilitation of capacity-building sessions for implementing partners, government officials, U-Reporters, and internal staff on data collection, quality assurance, and management practices.

Other Support Tasks: Provide adhoc analytical and administrative support for education, skilling, and youth development data as requested.

Living conditions in Kampala are generally good and comparable to other major African cities. The city offers a wide range of housing options — from modern apartments and gated communities in areas like Kololo, Nakasero, Muyenga, and Bugolobi to more modest accommodation in suburban neighbourhoods. Kampala has a tropical climate with warm temperatures year-round, reliable access to utilities in most areas, and a growing number of international schools, hospitals, supermarkets, and leisure facilities. While traffic congestion can be significant, transport options are diverse, and the city is considered safe and vibrant, with an active social and cultural scene and a relatively low cost of living compared to other regional capitals.
