Organizational Setting

FAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. The office employs diverse team of experts locally, but also attracts the available technical experts from the region and the Head Quarters (HQ). FAO works in close partnership with the Government of Sierra Leone, farmers and other stakeholders, supporting plans and policies that affect the food and nutrition security in the country; our work is part of the corporate commitment to support countries to achieve the Sustainable Development Goals (SDGs) by 2030, especially SDG 2 on Zero Hunger.

Reporting Lines

Under the overall supervision of the FAO Representative in Sierra Leone and direct supervision of the Assistant FAOR in charge of programme, the incumbent will undertake Programme tasks to support the implementation of the Green Jobs for Rural Youth Employment Project.

Technical Focus

The Programme Assistant will support with the overall field programme activities, organising workshops, supervision and monitoring of ongoing grant and wage employment aspects of the project for the successful implementation of activities in line with the proposed budget. S/he must be capable of providing support in developing quarterly and travel plans for presentation to management.

Tasks and responsibilities

• Perform day-to-day operational tasks related to project activities in consultation with project manager. • Ensure the timely provision of project inputs (personnel, technical support services, sub-contracts, training, equipment) • Participate in the preparation of project work plan, monitor progress and, where necessary, identify corrective measures to overcome operational constraints. • Review and monitor Green Jobs project budget and prepare FBA request as required; maintain and alert project objectives and Work closely with the FAO Admin Unit to monitor project finances and review progress made towards stated objectives and results. • Coordinate about budget expenditures and resources; review Project transaction listings with a view to identifying errors in accounting against budget lines, • Prepare and submit the Quarterly Project Implementation Reports, travel plans, and work plan any other reports required by the Project Team. • Ensure the complete and quality of data and documentation for all Grants and Cash Transfer participants supported under the Green Jobs Project. • Prepare analytical reports on project performances, as required. • Coordinate action concerning the completion of the project field activities and arrange for timely and adequate reporting, including identification of project follow- up requirements. • Contribute to the preparation of the Green Jobs project annual report. • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Agriculture or degree from the School of Social Sciences; • 3 years of relevant experience in project implementation. • Working knowledge of English. • National of Sierra Leone.
