OBJECTIVES OF THE PROGRAMME

L'une des fonctions essentielles de l'OMS est de diriger et coordonner l'action sanitaire en favorisant la collaboration avec les parties prenantes, en mobilisant les partenariats et en galvanisant les efforts deployes par differents acteurs de la sante pour faire face aux defis sanitaires nationaux. L'OMS travaille en partenariat avec le systeme des Nations Unies, les organisations internationales bilaterales et multilaterales, la societe civile, les fondations, les universites, les institutions de recherche et les communautes en vue d'ameliorer la sante et assurer le bien-etre de populations. Au Senegal, le Gouvernement coopere avec une multitude d'acteurs bi- et multilateraux, des Fonds, des Initiatives, des organisations non gouvernementales et des structures intervenant dans le domaine de la sante. La plupart d'entre elles sont rassembles au sein d'un groupe thematique qui vise la facilitation et la rationalisation de leurs relations avec le Ministere charge de la sante en particulier, ainsi que les autres secteurs de developpement ayant un impact sur la sante.Cette fonction comprend la fourniture de services administratifs de haute qualite et bien planifies ainsi que le suivi efficace (et le respect) des modes operatoires normalises afin d'assurer une amelioration continue et l'excellence des processus institutionnels.

DESCRIPTION OF DUTIES

Sous la supervision generale du Representant de l'OMS et la supervision directe du charge des operations, le ou la titulaire du poste s'acquittera des principales taches suivantes :1.Initier les projets de correspondances sur orientation des Chefs de programmes ; les finaliser conformement aux styles de l'OMS et du departement et veiller a la bonne redaction avant soumission pour approbation et signature ;2. Organiser la preparation administrative des reunions internes et externes, y compris la reservation des salles, les lettres d'invitation, les estimations de couts et les demandes de voyage ; preparation des documents utiles ; envoi de materiel et suivi pour la mise a disposition des moyens de transport ;3.Contribuer a la planification des activites des programmes, prendre les comptes rendus des reunions et faire le suivi des points necessitant une prise d'action afin d'assurer une reponse rapide aux requetes de l'OMS ;4. Obtenir des documents d'information pour les reunions, seminaires, ateliers, etc. auxquels prennent part les Administrateurs de programmes, verifier leur disponibilite et s'assurer qu'ils ont les dossiers d'information et documents appropries ;5. Veiller a ce que les rapports techniques et les documents soient conformes aux normes, regles, pratiques, procedures et style d'edition de l'OMS et les corriger si necessaire avant leur soumission a la signature du Representant6. Utiliser des outils de suivi appropries pour faire un suivi efficient des dossiers ; en outre veiller a ce que les dates butoir et les echeances sont respectees afin que les correspondances et les requetes soient analysees et traitees dans les meilleurs delais ;7. Utiliser GSM pour preparer les demandes des voyages officiels des Administrateurs de programmes. Initier dans GSM/Oracle les requetes e services dans le cadre de l'execution des programmes8.Faire les reservations des billets d'avion, chambres d'hotel et salles de reunions. Preparer les dossiers de voyage et traiter toute autre tache, sur demande ;9. Apporter un appui a la logistique ainsi qu'a la gestion des equipements et fournitures (tenue du stock de fournitures et materiel, suivi de l'entretien du materiel et des vehicules, etc.) ;10. Apporter un appui a l'organisation administrative des missions et deplacements des membres de l'equipe et des consultants externes (etablissement des ordres de mission, des memos de paiement, des bons de commande d'achat de billets d'avion) ;11. Appuyer l'organisation des reunions, ateliers et seminaires organises par l'equipe 12. S'acquitter d'autres taches connexes selon les besoins ou les instructions, y compris un soutien a l'Administration et au Bureau du Representant.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome de fin d'etudes secondaires complete par uneformation en secretariat, administration., en management de projet, en financesou comptabilite. Desirable: Un diplome de Licence/ bachelor en business administration, en finance ou dans des domaines connexes, delivre par un etablissement reconnu

Experience

Essential: Au minimum cinq (05) ans d'experience a un poste d'assistant(e) executif(ve) et de secretariat, assistant financier ou assistant de projet /programme dans une organisation nationale ou internationale connue Desirable: Experience dans des postes d'appui administratif au sein de l'OMS ou dans une autre agence des Nations Unies est un atout. Une experience dans les systemes bases sur Oracle ou un autre systeme similaire a ERP est un atout.

Skills

Le titulaire du poste devra faire preuve de maitrise, actualiser ses connaissances dans l'utilisation de la technologie moderne de gestion du bureau par le biais des cours internes, la formation sur le tas ou l'auto-formation. Il / elle se tient au courant des changements dans les procedures et les pratiques, regles et reglements, la structure organisationnelle, dans le Bureau Pays, le groupe organique et l'OMS, pour etre en mesure de briefer et expliquer les procedures aux autres membres du personnel.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 11,366,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
