Organizational Setting

The main aim of FAO Country Offices, which are headed by an FAO Representative, is to assist the governments to develop policies, programmers and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Program assistant reports to the FAO Representative Assistant for Programme area (AFAOR-P) He/she will work in close collaboration with the Administration, Operations and Communication teams and in consultation with the relevant technical units in FAO Angola, the Sub-regional Officer (SFS), Regional for Africa (RAF) and headquarter (HQ

Technical Focus

The consultant will support implementation and monitoring of FAO portfolio with particular focus on project implementing FFS/APFS, providing technical support and ensuring a good implementation in line with result frameworks, work plans and approved budgets. He/She will liaise with Government counterpart at national and provincial level, other UN agencies and NGOs and FAO global structure.

Tasks and responsibilities

• Support the FRANG Representative ensuring portfolio management and regular monitoring, at technical and operational level, including update of FAO systems (FPMIS; IMIS, PIRES,). • Support FRANG Representation ensuring internal control system and regular monitoring FFP, RM and ICQ, as well as POA´s and other monitoring tools created by FRANG. • Support to the implementation of projects in the field of overseeing the logistical and operational actions required for the smooth implementation of activities and ensure the successful and timely implementation of FAO interventions. • Directly support signature of project agreements, through direct liaison with government, donors and counterparts, and follow up approval process in FPMIS. • Support to handle day-to-day operational activities of FAO portfolio in Angola. This entails providing support in all aspects of project cycle management, i.e. project identification, formulation, appraisal and approval, implementation and monitoring, reporting and closure. • Liaise and cooperate with FAO technical units to ensure the technical compatibility of project proposals, technical quality in project activities (including technical specifications of agricultural/veterinary inputs) in collaboration with technical units in HQ and RAF/SFS. • Support project coordinator in defining methodologies for measurement and monitoring of projects’ indicators and information sources, making sure a baseline is established for all indicators and establishing frequency for data collection and monitoring of indicators; • Support FAO efforts with the GoA, UN agencies, Donors related with specific area of FAO mandate. • Liaise with other United Nation agencies, donors and south-south cooperation and represent FAO in technical meetings (PMG, DMT,OMT, UNCT etc) • Formulate project proposals according to FAO's procedures and prepare project documents for technical clearance and final approval under different funding arrangements; • Ensures the completeness and quality of reports and documentation (PPR, PIRs) in the FAO corporate systems (FPMIS, GRMS, IMIS) for all assigned operational field projects/activities; • Prepares analytical reports on project performances, as required; • Coordinates action concerning the completion of field projects and arranges for timely and adequate reporting, including identification of project follow-up requirements; • Advises the programme management of the office by participating in internal meetings, facilitating information sharing, planning/coordinating internal activities as well as supporting day-to-day operations of FAO projects. • Monitors FAO Angola’s Regular Programme and extra-budgetary projects budget and oversees budget preparation, funding allocation, budget revisions, field budget authorizations, staff planning etc. regular • Mobilize funds for FAO Programme, reviews the quality and timely inputs to programme preparation as well as the preparation of programmatic and strategic documents and project proposals. • Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in agronomy or rural development, economics studies other relevant area • At least 5 years of relevant experience in project management • Working knowledge of English, French or Spanish • National of Angola

Technical/Functional Skills

• At least five years’ experience working in the agricultural sector in Angola or Central Africa; • Demonstrated previous experience working in projects applying the Farmer/pastoralist field school approach; • Knowledge of FAO’s project management systems

Selection Criteria

• Level and relevance of project management and monitoring experience, and good knowledge of policy, institutional and cross-sector coordination in Angola • Level and relevance of experience in project and programme development • Demonstrated knowledge of objectives and function of technical programmes as well as of FAO and UN operational guidelines and procedures; • Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers, UN partners, donors or NGOs; • Able to work under pressure and adapt to an evolving and complex context and within multidisciplinary and different cultural background teams; • Experience with multiple UN agencies and donors
