**OVERVIEW** ------------ Parent Sector : Communication and Information Sector (CI) Duty Station: Tashkent Job Family: Communication and Information Type of contract : Non Staff Level : Level 3 Duration of contract : 1 year Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 12-NOV-2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- With the financial support of the Swiss Agency for Development and Cooperation (SDC), represented by the Embassy of Switzerland to Uzbekistan, the UNESCO Tashkent office will be implementing the program “Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence”. This program aims to transform Uzbekistan's media landscape by enabling citizens' access to information, reinforcing accountability and the rule of law, improving journalism education, and advancing media literacy in alignment with the 2030 Agenda. It focuses on three key areas: legislation and access to information, media development, and media literacy to enhance government capacity and citizen engagement. Emphasizing the importance of critical information engagement for both citizens and the government, the program acknowledges that accurate and responsive government information, along with proper legislative norms for mass media activities, are essential. It assists to put in place adequate legislative norms to legalize mass media activities. The program further cooperates with judicial actors and law enforcement bodies and focuses on strengthening the rule of law by developing teaching modules on the importance of freedom of expression, access to information and safety of journalists as fundamental principles. It develops a set of guidelines and code of conduct on improving relationships between law enforcement officers and media professionals and adopts a communication plan on how to ensure accountability and transparency of police institutions through effective communication with the public. A significant aspect of the program is the development of a media and information literacy strategy, equipping government and citizens with skills to navigate and assess information sources effectively. The program conducts tailored research, workshops and training in partnership with local organizations, promoting ownership and long-term sustainability. Consultations, conferences and awareness campaigns ensure a diverse range of voices and perspectives are included, fostering a comprehensive understanding of local challenges and opportunities. Detailed tasks decription ------------------------- Under the overall authority of the Head of the UNESCO Tashkent Office and the direct supervision of the Associate National Project Coordinator, the incumbent will assist the program team in various administrative, coordination, and organizational tasks of the program “Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence”, in particular: - Assist with administrative tasks such as documentation, maintaining records, filing, and organizing program-related information. Also, assist with scheduling meetings, preparing agendas, and taking meeting minutes. - Assist in coordinating program activities and communication among team members. This includes arranging and tracking program logistics, coordinating travel arrangements, and ensuring timely delivery of program materials. - Assist with the translation of documents, letters and texts (incl. those posted on the office's website and Facebook page). - Support the program team in drafting correspondence in English / Russian /Uzbek languages and maintain close communication with the relevant partners. - Assist with the preparation and distribution of program reports, progress updates, and other program-related documentation. This involves collecting and collating data, formatting and editing documents, and ensuring compliance with organizational templates and guidelines. - Support the program team in managing stakeholder relationships by coordinating communication, responding to inquiries, and scheduling meetings or events with stakeholders. - Assist in processing invoices and documenting financial transactions. - Ensure official travel arrangements of local and international missions, including tickets, issuance of visas, accommodations and security clearances along with other regular administrative procedures related to the missions of the program. - Ensure timely payments related to program contracts, including utility bills, communication costs, postage and shipment costs and other related costs. - Contribute to quality control processes by reviewing program deliverables, identifying errors or inconsistencies, and suggesting improvements as needed. - Assist in developing program plans, timelines, and work breakdown structures. - Perform any other duties as may be assigned by the Associate National Project Coordinator in relation to the program implementation.
