OBJECTIVES OF THE PROGRAMME

La mission du Programme de gestion des urgences sanitaires de l'OMS consiste a batir les capacites des Etats membres a gerer les risques d'urgences sanitaires et, lorsque les capacites nationales sont debordees, a diriger et a coordonner la reponse sanitaire internationale afin de contenir les epidemies et de fournir une aide et un retablissement efficaces aux populations affectees. La direction de la gestion et de l'administration du Programme d'interventions sanitaires d'urgence est chargee de la gestion efficace et du soutien administratif du programme d'urgences, et s'assure que les interventions d'urgence de l'OMS sont promptement et durablement financees et pourvues en personnel. Cette direction s'assure de la mise a disposition des services administratifs previsibles et de qualite (ressources humaines, finances, planification du travail, subventions) au Programme d'urgences, y compris pendant les reponses aux urgences et assure le suivi efficace des (et en conformite avec) procedures normalisees de gestion (SOPs), permettant une amelioration permanente et une excellente gestion des activites.

DESCRIPTION OF DUTIES

Sous la supervision directe et les orientations generales de l'Administrateur Charge des Operations, le/la titulaire du poste executera les taches suivantes : • Assister le Coordonnateur de la riposte Polio et les autres membres de l'equipe sur tous les aspects du controle budgetaire, par des rapports sur la situation financiere des programmes, les procedures, les couts estimatifs et depenses effectuees, ainsi que les problemes de financement eventuels ;• Effectuer le point mensuel des Awards pour suivre le niveau d'execution budgetaire ; • Faciliter le processus des soumissions des rapports techniques et financiers aux donateurs ;• Effectuer le suivi regulier et rigoureux des lignes budgetaires du Programme POLIO/EPR ; • Faciliter la mise en œuvre des activites du Programme POLIO/EPR et en assurer le suivi avec des rapports mensuels (DFC, DI, GLOA) ; • Conseiller et assister les fonctionnaires, experts et consultants du Programme POLIO/EPR, sur toutes les questions administratives et financieres (indemnites, paiement & remboursement des frais de voyage) ;• Planifier des reunions du Programme conformement aux calendriers et besoins ; preparer les proces-verbaux et le suivi des points d'action pour assurer une reponse a temps aux demandes du Programme ; • Creer les POs des activites de programmes dans le systeme dans le delai ;• Monitorer et assurer la liquidation des encumbrances ; • Confirmer avec le point focal Finance sur les paiements des factures des activites realisees et proceder a la cloture des POs correspondant ; • Gerer les reunions, seminaires, ateliers, y inclus leur preparation (documents de reference et d'informations) et les plans d'evenements en GSM / Oracle, les lettres d'invitation, les estimations de couts et les demandes de voyage ; • Assurer un suivi regulier et efficace des activites du Programme POLIO/EPR en liaison avec l'Administration du bureau pays ; • Assurer le suivi des demandes de biens et services, y compris les exigences de reception, de paiement et de l'inventaire ;• Preparer les reunions internes de meme que les ateliers organises par le Programme de gestion des situations d'urgence sanitaire ;• Rediger, de sa propre initiative ou sur base d'instructions, les correspondances administratives et financieres courantes liees aux transactions financieres et budgetaires du Programme POLIO/EPR ; • S'assurer que les dates cibles et les echeances sont respectees, et que la correspondance et les requetes sont repondues en temps opportun ;• Creer et / ou maintenir des systemes de classement en collaboration etroite avec les autres membres du personnel d'appui ; • Etablir des rapports periodiques ou speciaux sur le budget et les contributions du Programme ;• Utiliser GSM / Oracle, pour etablir les demandes de voyage pour les voyages officiels de l'OMS ; • Accomplir toutes autres taches requises dans le cadre de ses competences ou assignee par la hierarchie.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome du cycle secondaire complet ou formation technique/Commercial/Gestion equivalente suivi d'une formation dans le domaine de l'administration generale Desirable: Un diplome universitaire en gestion/comptabilite ou finances serait un avantage.

Experience

Essential: Avoir au moins 05 ans d'experience averees a des postes administratifs dans les activites liees a la gestion de programme, a la budgetisation ou a la comptabilite Desirable: - Une experience a des postes d'appui financier et administratif au sein de l'OMS ou systeme des Nations Unies serait un avantage.- Une experience a l'utilisation du systeme Oracle ou d'autres systemes ERP serait un atout

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 10,904,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
