It is one of the largest players for cultural programs in Afghanistan and provides supports in the protection of cultural heritage and the promotion of social cohesion and nation building. Within this overall framework, UNESCO is currently implementing several different cultural programs, aimed to protecting and promoting Afghanistan culture in all its dimensions, both tangible and intangible, and contributing to the social and economic development of the country. UNESCO is looking for a committed Programs Assistant to provide support to the Culture Unit and assist Program Officer in implementation of all the ongoing and upcoming projects funded by STFA, Italian fund, HEF and others. The work context calls for a good knowledge of administrative rules and specific experience in program, portfolio management and cultural projects. The incumbent will liaise and work with staff at various levels within the Culture Unit, and other relevant services across the Office and other stakeholders. Long Description ---------------- 1. Assist Senior. Program Officer in managing technical, administrative, and financial related activities of Culture Unit in terms of planning, implementation, monitoring, and reporting of all ongoing regular and extra budgetary programs. 2. Conduct frequent site visits to monitor the progress and quality of ongoing projects, resolve social problems, guide implementing partners, measurement of the completed works, and provide reports and feedback to UNESCO culture unit. 3. Provide support to field based national staff, implementing partners, consultants especially during field visit and provide technical input and policy advice to program areas; 4. Review any addendum, variations and crosscheck the requests with the field conditions from implementing partners before comments and/or approval. 5. Review of proposals, invoices, programs submitted by implementing partners and mid-term and final financial and narrative reports. 6. Assist contractors and field staff during initial survey, design and preparation of BoQs for interventions in historical sites and monuments. Long Description ---------------- 1. Assist Senior Program Officer and Head of Unit in designing and implementation a risk matrix for the program, and report regularly on the risks related to the successful delivery of the program. 2. Managing UNESCO’s work in the field of Culture, including preparation/organizing meetings, workshops, training programs and close communication with relevant communities, implementing partners and stakeholders. 3. Assist Senior Program Officer, Head of Culture Unit, consultants or other missions during field visits and/or in meetings with any relevant stakeholder. 4. Assisting Senior Program Officer and Head of Unit in planning, implementation, and facilitation any UNESCO missions within Afghanistan to implement any project activities related to the protection, conservation, and preservation of heritage in the country. 5. Assisting in elaborating the Culture Unit content on UNESCO Kabul website, making sure that available information is up to date. 6. Assist in drafting of ToRs, contracts, reports and other required documents and forms required for successful implementation of the projects. Long Description ---------------- 1. Assisting Snr. Program Officer and Head of Unit in HR and procurement related activities as per UNESCO standard procurement regulation and policy. 2. Assist in provide input to strategic planning of interventions of UNESCO Office in Afghanistan and resource mobilization initiatives, bringing in experience gained from the program. 3. To be backup for Senior Program Officer in his absence and take over all the responsibilities for day to day work. 4. Previous experience with a multilateral or international organization, preferably within the UN system including at least one international assignment. Previous experience in implementation of large-scale program with portfolio management skills. Previous experience in planning, implementation, and monitoring of cultural related projects/activities.
