OBJECTIVES OF THE PROGRAMME

The objective of the WHO's Polio Eradication Programmeis to eradicate polio globally in accordance with World Health Assembly (WHA)resolutions, and fully implement the Global Polio Eradication and End Game Strategic Plan in conjunction with GPEI partners and Member States. The Regional Polio Programme has as its immediate objectives, stopping polio transmission in Pakistan and Afghanistan, and protecting polio-free countries in the Region from importation of wild poliovirus. Upon eradication, to achieve the destruction or safe containment of polioviruses in the Region.

DESCRIPTION OF DUTIES

  1. Provide support and input to the coordinator on planning, resource allocation and human resources management across the full range of the unit and projects of the Department.
  2. Brief staff of unit on budget, financial, administrative, human resources, and other related procedures and practices and monitor the correct use of the WHO Financial Rules and Regulations by staff in their implementation of funds.
  3. Provide administrative support to the operational planning and development of projects and work plans and assist the coordinator and/or team(s) through the provision of targeted, seamless programmatic, financial, and administrative support work along the life-circle of the project(s).
  4. Draft routine and non-routine correspondence on own initiative or on the basis of instructions. Finalize correspondence/reports for signature; analyze incoming correspondence and requests, researching, obtaining, and attaching background information where required, or redirecting them as appropriate, drawing the attention of the supervisor or other senior staff concerned. drawing supervisors' attention to urgent items and deadlines.
  5. Verify obligating documents, cross-checking relevant information available from GSM or other on-line systems, ensuring the availability of funds, updating files. As instructed or as delegated; clearance of obligating documents, checking them for completeness, and following-up on missing elements, liquidating obligations, and undertaking reconciliation as required.
  6. Screen and review various contractual materials, earmarking funds, and verifying and clearing payment requests. Prepare appropriate draft contracts for individuals or service providers such as APW's. TSA, and other contract modalities. Monitoring the non-staff level of the unit, keeping track of all contract extensions and renewals, checking and ensuring that funds are available for the proposed contract and ensure that the renewal of contracts for contractors (non-staff) are carried out in a timely manner while maintaining, and updating the unit plan accordingly.
  7. Prepare routine and ad hoc financial reports using GSM and other related sources of information to assist the coordinator in taking appropriate decisions and to ensure that funds are optimally utilized.
  8. Verify expenditures to comply with work plans, financial rules and regulations and award agreements. Follow up actions and coordinate on financial and budgetary matters including the mid-term reviews and the end of year biennium closure of accounts exercise for the Department.
  9. Monitor, and follow-upon program implementation-levels, drawing the attention of the coordinator to problems, inconsistencies delays, and other anomalies detected.
  10. Check, obligate and clear purchase requests for services and equipment, working in close collaboration with relevant colleagues to ensure that ordered services are appropriate.
  11. Take minutes in the group meetings as directed by supervisors.
  12. Oversee the organization of large-scale, high-level, international meetings related to the department's areas or work and coordinating logistics for off-site meetings.
  13. Overall, coordinate and manage the smooth running of the administrative and logistics functions in the unit
  14. Supervise and train support staff of the unit when required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplemented by experience or training in finance/accounting or administration Desirable: University degree in business administration, social sciences or related field is an asset.

Experience

Essential: At least eight years of progressive experience in the area of administration, including experience in HR and/or budget and finance positions Desirable: Relevant experience in the UN system.

Skills

Ability to train other staff on administrative matters.

Good analytical, planning and sound organizational skills;

Stress and time management skills.

Knowledge of WHO systems, procedures and practices is an asset

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at EGP 382,874 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
