Org. Setting and Reporting This position is located in the Regional Section for Latin America and the Caribbean (RSLAC), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Programme Assistant will work under the direct supervision of the Chief of the Section. The incumbent will also work in close consultation with relevant staff in the Section and at the UNODC Regional/Country Offices.

Responsibilities Within limits of delegated authority, the Programme Assistant will be responsible for the following specific tasks:

  • Provide assistance in backstopping programme and project planning and monitoring to field offices in Latin America and the Caribbean, including status of programme/project reports, project proposals (with special focus on budget and staffing table), and monthly reports on project activities.

  • Provide assistance to internal administrative and financial processes in HQ, including the drafting of correspondence and communications, actions to ensure project documents are completed and submitted to relevant parties for approval, dissemination of relevant guidelines and/or updates among relevant staff, correct organization of records in shared drives, financial monitoring and reporting is carried out timely by field offices (including FCR monitoring, office budget submission/review, etc.).

  • Support the monitoring of UMOJA roles assignment to Field Offices, and relevant capacity building opportunities.

  • Assist in the coordination of programme/project planning and preparation; monitor status of programme/project proposals; take necessary action to ensure project documents are completed and submitted to relevant parties for approval.

  • Assist in the preparation and analysis of programme/project budget proposals; provide assistance in the interpretation of budget guidelines; analyse, review and coordinate submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepare reports and ensure that outputs/services are properly categorized.

  • Assist in the monitoring of grants linked to projects in Latin America and the Caribbean, including timely follow-up with relevant project managers on grants extension and/or reporting, the and evaluation of programmes/projects; categorize, update, track and analyse data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carry out periodic status review, identify issues and initiate requisite follow-up actions; prepare revised budget estimates; report on budget revisions, expenditures and obligations, verification of availability of funds under each grant, and the necessary record in the system and approval by HQ.

  • Provide support to consultative and other meetings, conferences, etc., including secretariat support (agenda and invitations distribution, minutes drafting, etc.).

  • Assist in the recruitment process and monitoring of contracts long- and short-term staff, as well as technical assistance personnel, as required for effective project/programme implementation. Organize and deliver trainings of the newly recruited staff according to the office and staff needs, and support with follow-up guidance, as needed.

  • Perform other work-related tasks as assigned.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education High school diploma or equivalent. Supplementary training/education in accounting, project management/administration is an advantage. Supplementary training/education in computer applications and databases is also an advantage.

    Work Experience A minimum of seven years of work experience in programme or project administration or technical cooperation is required. Experience in carrying out budget and grants monitoring, financial analysis and programme/project reporting is desirable. Experience with SAP-based applications, such as Umoja, or similar business process systems is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and working knowledge of Spanish, is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

    Special Notice This temporary position is funded for an initial period of from 4 January to 11 April 2021 and may be subject to extension. Filling of this position is subject to funding availability. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
