Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The main goal of the Information and Communications Technology and Disaster Risk Reduction Division (IDD) is to strengthen information and communications technology (ICT) connectivity and enhance regional cooperation and capacity with the goals of improved management of disaster risk reduction and the associated socioeconomic risks, towards inclusive and sustainable development in Asia and the Pacific.

The Disaster Risk Reduction Section works towards improving the capabilities of ESCAP members to reduce the socioeconomic impact of disasters and build the resilience by mainstreaming disaster risk reduction and climate change adaptation into sustainable development. The Section implements activities under the ESCAP Multi-Donor Trust Fund for Tsunami, Disaster and Climate Preparedness.

The position is located in the Disaster Risk Reduction Section, in the Information and Communications Technology and Disaster Risk Reduction Division. The incumbent reports to the Programme Officer, ESCAP Multi-Donor Trust Fund for Tsunami, Disaster and Climate Preparedness.

Responsibilities Under the direct supervision of the Programme Officer, ESCAP Multi-Donor Trust Fund for Tsunami, Disaster and Climate Preparedness, and overall supervision of the Chief of Disaster Risk Reduction Section and the Chief of Space Applications Section, the incumbent is required to perform the following functions:

  • Assists in the coordination of programme/project planning and preparation work for the Trust Fund for Tsunami, Disaster and Climate Preparedness; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
  • Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues of the Trust Fund for Tsunami, Disaster and Climate Preparedness.
  • Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
  • Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system.
  • Serves as focal point for administrative coordination of programme/project implementation activities of the Trust Fund for Tsunami, Disaster and Climate Preparedness, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  • Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of the Programme Manager of the Trust Fund.
  • Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
  • Provides general office assistance to the Chiefs of Disaster Risk Reduction Section and Space Applications Section; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
  • Provides assistance to Project Managers in Space Applications Section on administrative coordination of programme/project implementation activities.
  • Provides assistance to the Chief of Space Applications Section on preparation and organization of intergovernmental meetings.
  • Provides guidance/training to new/junior staff.
  • Performs other related duties, as required.

Education High school diploma or equivalent is required.

Work Experience A minimum of five years of experience in programme or project administration, technical cooperation or related area is required.

Progressively responsible work experience in general administration, budget and finance using international budget monitoring system is desirable.

Experience in planning and organizing meetings and conferences, and coordinating with stakeholders, including government officials, is desirable.

Experience in providing administrative support and/or monitoring trust fund projects is desirable.

Experience working with enterprise resource planning (ERP) systems is desirable.

Experience working within the United Nations Common System or other international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
