Org. Setting and Reporting The post is located in the Environment Team (ET), Border Management Branch (BMB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Administrative and Budget Officer for the Global Programme on Crimes that Affect the Environment, in close cooperation with Programme Officer (Environmental Crime). The incumbent will work under the overall guidance of the Head of the Environment Team.

Responsibilities Within limits of assigned authority, the Programme Assistant will be responsible for the following specific duties:

•Assist in the coordination of programme/project planning and preparation work for programme/project initiatives. •Compile, summarize, and present basic information/data on Environment Team projects and related topics or issues. •Provide administrative and budgetary assistance in compiling and organizing information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, speaking notes, etc. •Participate, as a member of a team, in the processing of documents, publications and formal/official communications by drafting, verifying and submitting documents/texts to ensure compliance with relevant submission standards and regulations as well as formal, protocol and/or other requirements. Enter, track and update document information in the electronic Documents, Conference and Production Management System (DCPMS) database; follow-up on submissions and problems which may occur. •Respond or draft responses to correspondence and other communications, e.g. Notes Verbale for submission to the translation services and text processing units by checking accuracy of information, reference material, style and for adherence to established formal standards, by verifying resolutions, quotations etc. and by providing basic reference assistance as necessary. etc. •Review project documents and support project revisions, including cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties upon approval. •Prepare and review budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system. •Provide support with administrative coordination of programme/project implementation activities of the Global Programme on Crimes that Affect the Environment, involving liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of staff and personnel (consultants, individual contractors), travel arrangements for staff, personnel and meeting participants, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. •Draft correspondence as requested and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc. •Support reporting obligations for the Environment Team and field-based colleagues supporting the Global Programme on Crimes that Affect the Environment. •Provide general office assistance; respond to complex information requests and inquiries; review, log and route incoming correspondence, including through the generic email inbox of the Global Programme; set up and maintain files/records; organize meetings, workshops, including logistical support; handle routine administrative tasks, etc. •Perform other work-related duties as assigned.

Education High school diploma or equivalent is required.

Job - Specific Qualification Passing the Global General Service Test (GGST) is a prerequisite, i.e. is required, for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.

Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Supplementary training in a social science field or in business and administration is desirable.

Work Experience A minimum of five years of experience in programme or project administration, technical cooperation or related area is required.

Work experience with SAP based applications such as Umoja or similar business process system is desirable.

Experience with an ERP system is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, is required. Knowledge of French and/or Spanish is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This position is temporarily available until 7 April 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
