The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of the sustainable development agenda within the United Nations system and serves as an authoritative advocate for the global environment. This position is in the Secretariat of the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (Cartagena Convention). The Cartagena Convention Secretariat is based in Kingston, Jamaica.

The ACP MEAs III Programme is a joint partnership between the European Union, the Organization of African, Caribbean and Pacific States (OACPS), UN Environment Programme (UNEP) and the Food and Agriculture Organization of the United Nations (FAO). The programme aims to build capacity in 79 countries in Africa, Caribbean, and the Pacific (ACP) to support them in fulfilling their obligations as parties to Multilateral Environmental Agreements (MEAs), to address the environmental challenges they face and to reap the benefits of improved environmental governance at national and regional levels.

In the current and third phase (ACP MEAs 3), the programme focuses on three objectives, namely: (i) Improved enforcement of and compliance with Multilateral Environmental Agreements related to biodiversity (CBD, CITES, CMS) and chemicals and waste (Basel, Rotterdam, Stockholm and Minamata); (ii) Improved capacities of ACP countries for the management of coasts and oceans in line with the related Regional Seas conventions; and (iii) Enhanced mainstreaming of biodiversity and the sound management of chemicals and waste in agriculture in ACP countries in line with related MEAs. FAO focuses on the implementation of actions related to the third objective.

The National UN Volunteer will work from the Kingston duty station within the UNEP Cartagena Convention Secretariat.

Within the delegated authority and under the supervision of the Senior Coordination Officer of the Cartagena Convention Secretariat, or his/her designated mandated representative(s), the UN National Volunteer will:

• Support the preparation and submission of progress and financial reports on the ACP MEAs III project; • Prepare ACP MEAs III project PowerPoint presentations as needed; • Develop briefs and short articles for the ACP MEA newsletters and communication reports; • Support the development and dissemination of press releases, technical briefs, presentations and other knowledge management products. • Act as the communications focal point and support networking with national partner executing agencies, regional partners and Global MEAs. • Identify and enhance synergies with other related programmes, projects and activities. • Assist with the organization of regional meetings, capacity development on marine protected areas, and webinars. • Support the development and monitoring of national project activities. • Liaise with the Sub-Programmes of the Secretariat (AMEP, SPAW and CETA), the Office of the Senior Coordination Officer, and Administration to support the efficient implementation of the project.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs: As an active UNEP team member, efficient, timely, responsive, client-friendly and high-quality support is rendered to UNEP and its beneficiaries in the accomplishment of her/his functions.

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. • In partnership with other UN Volunteers, facilitate greater engagement of UN agencies in ensuring the environmental dimension is integrated into development initiatives including UN day and other outreach and communications programmes relating to marine litter management. • Timely and accurate reports submitted to UNEP HQ, governments and partner agencies.

• Communications and public education materials developed and disseminated to all countries in the Wider Caribbean Region in a timely manner, with regular contributions made to the project’s newsletter.

• Effective communication channels established and maintained with project partners and focal points, as well as Global MEA Secretariats and UNEP HQ.

• Opportunities identified for synergies and joint implementation.

• Effective delivery of presentations during events.

• Effective monitoring of national project activities.

• Integration across the Secretariat’s Sub-Programmes enhanced.

Excellent oral and written skills; excellent drafting, formulation, reporting skills. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners. Accuracy and professionalism in document production and editing. Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint etc.) and email/internet; familiarity with database management; and office technology equipment; Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. Desirable: Knowledge of the Drupal based website. Have affinity with or interest in oceans governance, marine pollution, marine biodiversity and/or communication on environmental protection and marine environmental issues.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
