This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Under the overall guidance of the Programme Manager and direct supervision of the Programme Officer, the Programme Assistant provides programme support services ensuring high quality, accuracy and consistency of work.

The Programme Assistant works in close collaboration with all the Social and Local Development team in the CO and is required to exchange information and support programme delivery.

UNDP’s Support in the area of social and local development focuses on policy and operational support. At the upstream level, UNDP provides policy advice for the development of national policies for social development and poverty reduction and makes available relevant reports and assessments. At the downstream level, UNDP supports the implementation of local development initiative in the poorest areas of the country. Facing the effect of the Syrian crisis and the high influx of Syrian refugees to Lebanon, the programme has focused on supporting the affected Lebanese communities through improving livelihoods and service provision in a conflict sensitive manner using inclusive community based approach.

Within the delegated authority and under the guidance of the programme manager and direct supervision of the Programme Officer or his/her designated mandated representative(s), the UNV Programme Assitant will:

Supports formulation of programme strategies and the Country Programme Action Plan focusing on achievement of the following results: • Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation. • Establishment of mechanisms to track the use RBM tools and maintenance of RBM Database.

Provides effective support to management of the CO programme focusing on the achievement of the following results: • Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project. • Creating Purchase Orders on ATLAS and notifying projects when PO is created. • Reviewing all financial documents received from the projects (RDPs, Certification of Payments, Certification of Goods & Services received ...) and preparing the related Non-PO/PO vouchers on ATLAS. • Uploading the documents on the UNDP PORTAL. • Assisting Social and Local Development Projects in creation of e-requisitions and Receipts on ATLAS and uploading receipts on the DMS. • Creating Pre-Payment vouchers on ATLAS. • Creating Non-PO vouchers on ATLAS. • Preparing institutional contracts for projects. • Presentation of information for audit of NIM projects, follow up on audit recommendations implementation. • Review and monitoring of the projects' workplan, provision of the technical assistance to the projects as required (e.g., preparation of TORs, participation in biddings, etc). • Consolidation and follow up on the reports, preparation of the progress and final reports. • Consolidation and follow-up on project workplans, recruitment plans, budgets, procurement plans, etc. • Follow up on projects security needs. • Provision of the logistical support to meetings and workshops. • Establishment and maintenance of the filing and document retrieval system. • Posting programme documents on UNDP website.

Supports resource mobilization focusing on achievement of the following results: • Track and reporting on mobilized resources in cooperation with the Finance Unit • Follow up on the new project concepts and proposals • Maintenance of the information/database on current and potential donors

Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results: • Participation in the trainings for the operations/ projects staff on programme. • Contributions to knowledge networks and communities of practice. • Any other related tasks as may be required or assigned by the supervisor.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in the UNDP CO. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
