Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Trade, Investment and Innovation Division (TIID) assists developing countries in the region through providing advisory services, organizing capacity building tools and activities, carrying out research and analysis and supporting intergovernmental cooperation on trade, investment and innovation in support of sustainable development.

This position is located in the Investment and Enterprise Development Section, in the Trade, Investment and Innovation Division. The incumbent reports to the Chief of Investment and Enterprise Development Section and Project Officer as designated by the Chief.

This position will assist in the implementation of two projects: one entitled Developing a Public-Private Partnerships (PPP) and Infrastructure Financing Network in Asia and the Pacific and another entitled Strengthening Public-Private Partnerships (PPP) Implementation to Support Sustainable Infrastructure Development and Post COVID-19 Recovery in Asia and the Pacific.

Responsibilities Under the direct supervision of the Chief of Investment and Enterprise Development Section and Project Officer, and overall supervision of the Director, Trade, Investment and Innovation Division, the incumbent is required to perform the following functions:

  • Assists in the implementation and coordination of ‘Infrastructure Financing and PPP Network of Asia and the Pacific’ including participant tracking, updating the master contacts file, conducting due diligence for private sector members of the Network, membership processing, and ensuring updated focal points with Network members; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
  • Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues; maintains Network wide communication including monitoring the amin Network emails.
  • Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
  • Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system; assists in monitoring processes and schedules related to the outputs of the projects.
  • Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  • Assists in the preparation and logistics of capacity building events and training workshops through programme planning, monitoring and coordination with the relevant administrative, IT and communication support units to conduct either in-person or virtual meetings.
  • Assists in designing and incorporating feedback and coordinate with team members for the development and dissemination of knowledge product, uploading of relevant Network materials to the ESCAP event page, coordinating with the local vendor for cloud server services for the InfraPPPnet web portal, and process monthly payments for the web portal.
  • Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries for related topics or issues to the projects.
  • Provides general office assistance; responds to complex information requests and inquiries; reviews, drafts correspondence/invitations; reviews, sets up and maintains files/records; organizes meetings/workshops; handles routine administrative tasks etc.
  • Performs other duties as assigned.

Education High school diploma or equivalent is required.

Job - Specific Qualification University degree and/or higher education in business administration, economics or related areas is desirable.

Work Experience A minimum of five years of progressively responsible experience in programme or project administration, technical cooperation or related area is required.

Experience in collecting, researching, designing and presenting data is desirable.

Experience in the United Nations Common System or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

This is a temporary position and will be available until 30 June 2022. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
