OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reducethe burden of non-communicable and communicable diseases and address the social,economic and environmental determinants of health, and promotes policies andactions for health through stewardship of the WHO European Healthy CitiesNetwork. It focuses on health promotion measures; prevention and control ofnoncommunicable diseases, including cancers, cardiovascular diseases, chronicrespiratory diseases and diabetes, and risks related to tobacco use, physicalinactivity, unhealthy diet, and the harmful use of alcohol; communicablediseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne andneglected tropical diseases; elimination and control of vaccine-preventablediseases and advocacy for increased use of vaccines; containing and controllingantimicrobial resistance; addressing existing and emerging environmental healthrisks, and supporting violence and injury prevention. A determination to ensureuniversal access to people-centred quality health services across the continuumof care is matched by enriching the evidence base for policy design andinterventions using social, cultural and behavioural approaches, to driveimplementation of innovation at national, regional and local levels.

Through the lens of the European Program of Work 2020-2025 (EPW) and with thecommitment to leave no one behind, the Joint Infectious Diseases unit willidentify opportunities and innovations within and beyond health with the aim todirect health policies towards the most effective country tailoredinterventions and to accelerate progress towards the targets of SustainableDevelopment on eliminating TB, ending AIDS and malaria, andcombating viral hepatitis. The unit will foster innovation through conductingoperational research for the fast uptake of new technological advances, seekingnew perspectives and identifying new approaches to unlock country specificbottlenecks to ensure that needs of the most vulnerable and hard to reachpopulations are met and that provision of affordable quality health servicesfor TB, HIV/STI and viral hepatitis do not incur in catastrophic expenditure.It will also seek synergies to better define the links and develop a responsebetween climate change and expansion of Vector-Borne Diseases in the Region.

To ensure patient-centered quality care, the unit will work across the Division ofCountry Health Programmes, Division of Health Policies and Systems and withrelevant Geographically Disbursed Offices, WHO Collaborating Centres, regionalplatforms, partners, community-based and civil society organizations towardsensuring that elements of decentralization and simplification of prevention,diagnosis and treatment of TB, HIV/STI and hepatitis are part of and deliveredthrough Primary Health Care and community platforms.

DESCRIPTION OF DUTIES

As part of a unit team, the incumbent performs a variety of secretarial, coordinating,monitoring and administrative services in support of a project/programmeactivities, as follows:

1. Drafts correspondence and documents based onwritten/verbal prompts from the Professional staff of the unit. Independentlycomposes and finalizes correspondence of administrative nature. Revises unitcorrespondence, reports, and documents for proper form and (non-technical)content. Takes notes at meetings. Types reports and other documentation.Arranges duty travel.

2. Scans, records, refers and follows up correspondence anddocuments, evaluates the urgency or critical nature of items, and brings themto the attention of the responsible staff. Informs and reminds responsible staffof follow-up dates and deadlines for response or specific actions, supplyingsupporting material as appropriate.

3. Using GSM, monitors aspects of the implementation ofactivities and availability of funds for project/programme budget levels and financialexpenditures, according to the approved projects. Assembles draft backgroundfor planning, monitoring and evaluation exercises. Inputs duty travelrecommendations and issues reminders re follow up, records project/programmemonitoring and evaluation notes.

4. Makes administrative arrangements for country and intercountry activities including preparation of various committal documents relatedto procurement of goods and services, arrangements of study tours and dutytravel in accordance with the approved programme budget/collaborativeprogrammes with countries.

5. Assists in the organization of meetings held in-house orin Member States (working groups, seminars/courses, workshops, and symposia),i.e.: makes administrative preparations, including organization of practicallocal arrangements, advance transport of documents/equipment and hospitality.Provides administrative and secretarial support during the meetings and paysper diem to participants if required. Prepares administrative reports.

6. Establishes and maintains the unit's filing system oftechnical documents and correspondence.Creates background files and compiles reference material as appropriate.Accesses and retrieves information from relevant databases and updates asrequired.

7. Responds to and acts on telephone enquiries. Assesses the critical nature of technicalenquiries and refers them to appropriate staff for reply. Coordinatesappointments for supervisor and organizes programmes for visitors.

8.Provides briefing and guidance to all staff on general office practices and procedures;assists/replaces colleagues in the team and performs other related duties asrequired.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent. Desirable: Relevant higher education.

Experience

Essential: At least 5 years of progressively responsibleexperience in the secretarial/administrative field. Desirable: Experience in an international environment or institution.Relevant experience in WHO or in the UN.

Skills

Proficiency in theuse of standard office computer software, note taking and operation ofcomputerized systems and databases.Sound interpersonal skills and flexibility. Ability toadapt to competing priorities. Ability to work in a fast-pacedenvironment. Emotionalintelligence; Ability to identify and manage one's own emotions, as well ashelping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 16,142 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
