OBJECTIVES OF THE PROGRAMME

The mission of the WHE is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

WHE brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

MGA is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, finance, work planning, grant management) to the WHE, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

1. Provide overall coordination of WHE's work in MGA and support the management and implementation of the WHE's activities in the Western Pacific Region, covering a variety of interrelated budgetary and human resources, and other related issues.

2. Support the Regional Emergency Director (RED) in providing guidance to the Division of Programme Management (DPM), Division of Administration and Finance (DAF) and Head of WHO Offices (HWOs) for policies and procedures covering all aspects of MGA-related to WHO's work in emergencies.

3. Coordinate operational and undertake regular planning reviews with WHO teams at all levels and provide recommendations for adjustments based on technical and/or emergency needs.

4. Provide coordination, motivation, guidance and management and performance evaluation of staff in MGA.

5. Support in establishing standardized emergency programme work plans and budgets, conduct regular analysis and monitoring of budgetary and financial statements, human resources, staffing, including monitoring review of the status of allocation, funding available and projected and resulting funding gaps and ensuring rapid availability of funding for immediate needs, with sustainable, predictable financing.

6. Develop, implement and evaluate assigned programmes/projects; monitor and analyse programme/project development and implementation; review relevant documents and reports; identify challenges to be addressed and, in consultation with RED, initiate corrective actions; liase with relevant parties; ensure follow-up actions.

7. Organize and prepare written outputs, e.g. donor reports, proposals, workplans, draft background papers, analysis, sections of reports and studies and inputs to publications, under the supervision of RED.

8. Coordinate relevant support staff and ensure the provision of high quality, predictable HR, security and staff well-being services, manage sourcing for events, including development and maintenance of rosters and candidates allowing for rapid deployment of resources during emergencies. Ensure the provision of advice on security and well-being of all staff, particularly during deployment.

9. Provide guidance on grant management, tracking and reporting; initiate and conduct effective online or in-person training workshops and seminars; make presentations on assigned topics/activities.

10. Assist RED in developing and monitoring implementation of guidelines and SOPs for WHO's work in emergencies, leading to continuous improvement and business process excellence.

11. Ensure close collaborative working arrangements with other programme areas, and all levels of the organization; identify opportunities to capture synergies with other initiatives and processes; and contribute to cross organizational programme management including monitoring and evaluation.

12. Provide support to meetings and workshops such as APSED Technical Advisory Group; represent WHE and/or RED at official meetings and events, as required.

13. Assist the RED in fulfilling WHO's mandate related to MGA, and undertaking any other duties as required by the RED.

14. Contribute to technical assistance provided by WHE to countries in the establishment and implementation of key components of the IHR Monitoring and Evaluation Framework such as: Joint External Evaluation, Intra and After Action Reviews and exercises, including IHR Crystal Exercise.

15. Serve as a focal point in developing WHE's regional resource mobilization plan and support coordination of resource mobilization activities.

16. Lead and coordinate the operations of the finance and administration function during activation of the Incident Management System.

17. Upon request, provide technical and managerial support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.

18. Perform other related duties, as requested by supervisor, including provision of support to other areas of work and teams or programme areas within the WHE, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Masters level university degree in medicine, public health, management, business administration, or related field from a recognized university. Desirable: Specialized training in emergency/humanitarian response. Training in planning leadership, management and project management.

Experience

Essential: Minimum seven years of relevant experience in project or programme management and administration of international public health programmes, including at least five years of management experience in recognized senior leadership positions with direct responsibility for managing both human and financial resources. Desirable: Relevant work experience in WHO and/or UN agencies; experience working in relevant nongovernmental or humanitarian organizations. Field experience in public health programmes or emergency response programmes.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3096 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
