OBJECTIVES OF THE PROGRAMME The mission of the WHO Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

WHE brings together and enhances WHO's operational, technical and nonnative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities. The objectives of the CPI programme area include the monitoring and evaluation of countries' preparedness for health and humanitarian emergencies as well as planning and implementation of country capacity building for critical capacities, and serving as the Secretariat of the IHR (2005). CPI works based on an a.11- hazards approach and involves all three levels of the Organization and prioritizes support to the most vulnerable and low-capacity countries.

DESCRIPTION OF DUTIES Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties:

1. Lead and manage the CPI programme area ensuring coordination and oversight of the unit's work programme, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating to stakeholders and collaborators a commitment to excellence. 2. Lead the planning, development, implementation, monitoring and evaluation of APHSAF, as a common strategic framework for countries and areas of the WHO Western Pacific Region to strengthen their preparedness, readiness and response capacities for current and emerging disease threats and other public health emergencies. 3. Lead, coordinate and oversee delivery of the annual APHSAF Technical Advisory Group (TAG) and stakeholders meeting, including ensuring that the membership of APHSAF TAG providing strategic and technical advice to WHO is both gender and geographically balanced and their recruitment follows current policies and procedures. 4. Support the development, drafting, submission and dissemination of scientific papers on health security in the region, in particular submissions by Field Epidemiology Training Programme fellows to the Western Pacific Surveillance and Response Journal; support the strengthening of research and innovation and transforming evidence generation to support health security and public health decision ­making. 5. Manage the regional work in coordination with the development, implementation and oversight of relevant strategies, programmes of work, and annual workplan in WHO country offices; ensure the monitoring and evaluation of WHO's organization-wide workplan with WHO headquarters and country offices. 6. Provide sound and effective leadership, motivation, guidance, management and performance evaluation of CPI staff including: setting clear objectives; ensuring timely and effective use of performance reviews and feedback mechanisms; proactively promoting effective team work and achievement of results; resolving interpersonal and technical problems; developing and supporting a learning environment, including staff development opportunities; and managing the CPl regional budget within the framework of the WHO Staff and Financial Rules and Regulations. 7. Harness and coordinate technical expertise from all areas in WHE, as well as programme areas across the three levels of WHO as appropriate to strengthen the implementation of all-hazards emergencies work through the development and dissemination of WHO technical products, services, and tools, and provision of networks of experts and technical expertise, including WHO collaborating centres. 8. Lead, manage and ensure timely and coordinated IHR-related support to Member States providing advice, training and technical expertise; and strengthening required national and subnational capacities, skills and coordination mechanisms, including through the organization of multi-sectoral State Party Self-Assessment Annual Reporting, Joint External Evaluations, simulation exercises, intra- and after action reviews, and other tools that assess and monitor preparedness, readiness, response and resilience. 9. Lead and manage the implementation of operational frameworks and monitor the development and progress of strategies and capacities to support Member States to strengthen required national and sub-national capacities, systems, skills and coordination mechanisms for priority high-threat hazards, promoting a One Health approach. 10. Conduct high-level advocacy and policy dialogue and establish/strengthen/broaden strategic partnerships and networks and collaborate in obtaining and monitoring resources (financial and non­financial) to support achievement of regional, national and subnational objectives that are in line with achieving regional health security goals and resilient health systems as outlined in For the Future, APHSAF and relevant regional or global frameworks adapted to the regional context. 11. Liaise with technical departments across the Organization and with external partners to jointly plan with and support country offices and Member states on issues related to the planning and establishment of a centre for disease control (CDC) or national public health agency (NPHA) at national and subnational levels; 12. Upon request, provide technical and managerial support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency. 13. Act as IHR duty officer as part of an office-wide roster of technical staff. 14. Perform other related duties, as requested by the supervisor, including WHO's readiness activities and provision of support to other areas of work and teams or programme areas within the WHE, as required.

REQUIRED QUALIFICATIONS Education Essential: Degree in medicine from a recognized university plus a master’s degree in epidemiology, public health, infectious diseases, global health or public health related discipline from a recognized university.

Desirable: Postgraduate qualification in public health, epidemiology or public health-related discipline. Training in leadership or management. Experience Essential: Minimum 10 years of relevant international and national professional experience in planning, developing and implementing health security, disease control and/or public health programmes. This should include at least five years of management experience in recognized leadership positions with direct responsibility for managing both human and financial resources.

Experience with the development, conduct and evaluation of simulation exercises relevant to health security. Familiarity with the IHR and IHR Monitoring & Evaluation Framework.

Desirable: Relevant field experience in emergency response programmes in developing countries. Relevant work experience with WHO and/or other UN agencies. Skills • Demonstrated leadership and manage1ial skills in international and multicultural settings combined with proven ability to successfully coordinate, manage and lead projects, and build partnerships with multiple partners in the context of health emergencies. • Excellent skills in the assessment, monitoring, analysis and evaluation of preparedness of Member States with the ability to conceptualize effective capacity-building strategies and advocate for their implementation. • Superior organizational skills with ability to multitask and produce results under pressure. • Mature judgement, strong technical, analytical and conceptual skills with demonstrated ability to integrate political, technical and manage1ial inputs into recommendations for decision-making. • Sound strategic and tactical thinking with ability to identify challenges, risks, and priorities and formulate clear comprehensive policies, strategies and plans. • Excellent oral and written communication skills with proven ability to communicate in a clear and effective way including through discussions, reports, briefing notes, project proposals, and PowerPoint presentations. • Ability to use tact, diplomacy and courtesy to improve internal and external relationships and lead to more successful outcomes. • Thorough knowledge of IHR (2005), the epidemiology of infectious diseases and other global health security threats, and of challenges and opportunities for disease prevention and control. • Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct. Desirable: REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3725 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
