Overview

Support project cycle management and programmatic monitoring for humanitarian responses.

You have:

  • Demonstrated interest or experience in humanitarian or development programme management, including project cycle management, monitoring and evaluation, or results-based reporting.
  • Working with or within humanitarian coordination mechanisms, pooled funds, or multi-stakeholder funding instruments (CBPFs, CHFs, or equivalent).
  • Partner capacity assessment, due diligence processes, or compliance monitoring in a humanitarian or development context.
  • Data collection, analysis, and reporting in complex or fragile settings, including field-based monitoring experience.
  • Strong analytical and writing skills, with the ability to synthesize complex information into clear, concise reports and briefings.
  • Proficiency in Microsoft Office applications, particularly Excel for data management and reporting.
  • Fluency in French and English (written and spoken) is required, given the bilingual operational environment of the Fund.

The Associate Humanitarian Affairs Officer – Programme and Monitoring is based in Dakar, Senegal, within the Regional Humanitarian Fund Unit (RHFU) of OCHA's Regional Office for West and Central Africa (ROWCA). The URFH manages the West and Central Africa Regional Fund (CWA RHF), OCHA's first regional pooled humanitarian fund, covering four country envelopes — Burkina Faso, Mali, Niger, and Chad — in one of the world's most acute and rapidly evolving humanitarian crises.

The incumbent will play a central role in the full project cycle, from allocation processes and partner assessments to programmatic monitoring and reporting. This includes contributing to allocation strategies, project proposals review, partner performance analysis, and supporting quality reporting to donors and governance bodies. The role sits at the intersection of programme quality, partner accountability, and strategic fund management.

The work environment is dynamic and collaborative. The officer will be part of a multicultural team of 14, working closely with Programme Officers, a Monitoring Team Lead, Country-level Liaison Officers, and Finance and Compliance staff. Key external relationships include Humanitarian Coordinators, Advisory Committees, and a diverse portfolio of NGO implementing partners — both international and national/local.

This assignment offers a rare opportunity to contribute to principled, life-saving humanitarian action at regional scale, while developing expertise in pooled fund management, localization, and results-based accountability in complex Sahel environments.

Under the direct supervision of Deputy Fund Manager , the UN Volunteer will undertake the following tasks:

Programme Management & Allocation Support:

•Contributes to the preparation and implementation of allocation processes, including the drafting of allocation strategies, call for proposals documentation, and project review materials;

•Assists in the assessment of project proposals submitted by implementing partners, reviewing logical frameworks, budgets, and compliance with Fund priorities and eligibility requirements;

•Supports the consolidation of allocation recommendations and the preparation of briefing materials for Advisory Committees and Humanitarian Coordinators.

Project Monitoring & Reporting;

•As part of the monitoring team, participates in the development and implementation of the Fund's monitoring plan across the four country envelopes;

•Contributes to field monitoring missions, including the preparation of terms of reference, data collection, and drafting of mission reports;

•Assists in the review and analysis of partners' narrative and financial progress reports, flagging implementation gaps and recommending follow-up actions.

Data Management & Reporting;

•Supports the maintenance of up-to-date project data in OneGMS and other Fund management tools, contributing to portfolio tracking and performance analysis;

•Contributes to the preparation of donor reports, annual fund reports, and internal management updates, ensuring accuracy and consistency of programmatic information.

Partnership & Coordination;

•Assists in due diligence and eligibility assessment processes for new implementing partners, with a focus on national and local NGOs;

•Participates in coordination meetings with OCHA country offices, clusters, and partner organizations, supporting information-sharing and follow-up on action points. Knowledge Management & Learning

•Working with or within humanitarian coordination mechanisms, pooled funds, or multi-stakeholder funding instruments (CBPFs, CHFs, or equivalent);

•Partner capacity assessment, due diligence processes, or compliance monitoring in a humanitarian or development context;

•Data collection, analysis, and reporting in complex or fragile settings, including field-based monitoring experience;

Skills in:

•Strong analytical and writing skills, with the ability to synthesize complex information into clear, concise reports and briefings;

The assignment will take place in the nation’s capital, Dakar, a family duty station (Hardship classification A) with missions to the region. Dakar is a livable city. The spontaneous reception and hospitality of the Senegalese are among the characteristic features of this West African country. The living conditions in Dakar are good, as well as the access to health services. The yellow fever vaccine is compulsory; vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs. According to official estimates from ANSD/RGPHAE 2023, the Dakar metropolitan area population reaches over 3,9 million. The total population of Senegal is 18,032,473 inhabitants (ANSD 2023). Senegal is located on UTC/ GMT. Senegal has a warm climate and sunny days throughout the year that make it a comfortable duty station. Daytime temperatures are, on average, around 30°C. The rainy season is in the northern hemisphere’s summer/fall. The currency used in Senegal is called Franc CFA (XOF). On 1st March 2025, the average exchange rate is 1 USD = 627.750 XOF. Many hotels, restaurants and businesses in Senegal accept the leading international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to withdraw cash from automatic telling machines found in all the major cities. The accommodation facilities are in general good, and the choice is vast. Renting unfurnished and furnished accommodations from 450 to 2000 USD is possible.
