Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. The Sub-Office in Cox’s Bazar was established in January 2018 for UN Women’s Rohingya response activities in Cox’s Bazar district. UN Women has developed a response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee women and girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of UN Women’s engagement is to ensure protection, as well as equitable and safe access to and benefit from the humanitarian and development assistance to the most vulnerable and marginalized Rohingya and host community women and girls. The programme also promotes women’s participation and leadership in the camps and host community, and women’s active role in maintaining peace and social cohesion. UN Women co-chairs the Gender in Humanitarian Action Working Group under the Inter-Sector Coordination Group with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.

Under the supervision of the Head of Sub-Office, the Programme and Operation Management Analyst is responsible for supporting the development, implementation, monitoring and reporting of programmes for the Sub-Office, including monitoring of the budget utilization and implementation of spending plans, overseeing and guiding people and budget management, providing top quality budget and delivery analysis to senior management, overseeing the financial management of partners, leading the development of annual work plan and project budgets, and being the primary focal point UN Women corporate systems like RMS, Atlas, PGAMS, DAMS and LEADS.

Duties and Responsibilities

1. Support programme development for the Sub-Office

  • Coordinate development of Sub Office Annual Work Plan, budgets and provide financial analysis support to the design and formulation of programme/ project initiatives;
  • Review and provide feedback to project work plans and budgets, partner agreements, partner agreement amendment, partner budgets;
  • Provide overall financial and operational guidance to the Head of Sub Office and Senior Management;
  • Provide technical support to programme team on planning, budget monitoring and partner budget monitoring.

2. Support to the implementation of the Sub- Office programme

  • Coordinate monitoring project budgets and work plans working closely with the project team;
  • Analyze and ensure alignment of project budgets with logical framework matrices, work plans, donor agreements and partner agreements;
  • Ensure projects’ financial information is compiled and maintained systematically to inform planning and budget management decisions;
  • Provide budget and expenditure analysis in preparations for donor meetings, planning and budget revision exercise, and donor and UN Women reports;
  • Support to the project manager and the project team to initiate and implement budget revisions, drafting of partner agreement and amendment as required;
  • Reviewing and advising on financial reports submitted by project partners against the approved work plans;
  • Facilitate the operational capacity development of the UN Women responsible partners;
  • Coordinate preparations for audits and monitor implementation of audit recommendations.

3. Oversee and guide budget management

  • Coordinate the budget preparation in close cooperation with relevant staff based on timely and accurate analysis of the funds, budget and expenditure;
  • Monitor and analyze financial situation of the projects to ensure highest delivery rates and utilization of resources;
  • Monitor expenditures against approved budgets at all levels, monitor responsible partners' budgets and alignment with spending plans on a regular basis;
  • Generate reports on progress and delivery reports and provide the project managers and team members with relevant data analysis and support to ensure meeting of planned targets;
  • Monitor the partner agreements and ensure the accurate planning considering availability of funds;

  • Ensure timely and accurate submission of the required financial reports and expenditure analysis;
  • Contribute to the preparation of financial reports to donors, consistent with donors’ agreement and requirements;
  • Oversee the financial reporting of the responsible partners;
  • Oversee efficient procurement following UN Women rules and regulations;
  • Ensure effective information flow, communication and coordination across the office, between programmes and operations, and with the rest of Bangladesh Country Office, and other UN Women offices and units;
  • Lead the Cox’s Bazar team, perform staff performance reviews, and ensure capacity development of staff members by suggesting development opportunities.

4. Provide Human Resources services

  • Coordinate and facilitate recruitment processes and contract management; liaise with the HQ and service providers as necessary;

5. Participate in inter-agency activities

  • Participate in inter-agency meetings and working groups to ensure UN Women’s interests are reflected in common system activities related to common services and premises, cost recovery and cost sharing arrangements, privileges and immunities, entitlements and salary surveys, security etc;
  • Liaise with other UN agencies on operational issues, activities, and collaboration.

  • Sub-Office’s bi-annual work plans, project work plans and budgets are developed and implemented in line with Strategic Note;
  • The tools to support programme planning, budget monitoring and partner budget monitoring developed;
  • Projects are implemented according to work plan and budget;
  • Analysis and alignment of project budgets with logical framework matrices, work plans, donor agreements and partner agreements ensured;
  • Regular monitoring of work plan/s, budget, expenditures, delivery, donor agreements and partner agreements;
  • Accurate and timely analysis provided. Issues/deviations are raised in a timely manner;
  • Preparations for audits and monitor implementation of audit recommendations ensured;
  • Recruitment processes and contract management facilitated.

Required Skills and Experience

Education:

  • Master’s degree or Bachelor’s degree plus two additional years of relevant work experience in Finance or Business Administration, gender studies, social sciences, international development or related subjects is required;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Work Experience:

  • At least 3years of progressively responsible experience in operations and/or programme management, including financial management and budget monitoring;
  • Demonstrated experience in preparation of financial reports and budget variance analysis;
  • Experience working with partners, government agencies and CSO’s;
  • Demonstrated experience in designing, monitoring, and reporting of women empowerment and GBV programmes including development of M&E tools (targets and indicators);
  • Experience in writing annual reports, and documents is highly desirable;
  • Experience working on programme development and planning processes, partner coordination, and result based planning and management ;
  • Experience in working in a gender related area and technical experience in women’s empowerment and GBV programs is an asset;
  • Experience in setting budgets, work plans, overseeing partner agreements;
  • Experience with donor funded projects, and experience working within UN system, Agencies or Funds is preferred;
  • Experience in leading teams effectively is an asset.

Language Requirement:

  • Fluency in English is required.
