Result of Service - CERF index for risk and vulnerability calculated for the 2024 first allocation round for underfunded emergencies; data visualized and analysed so that it informs the Emergency Relief Coordinator’s decision on which countries to include in UFE rounds and on funding envelopes per country. - The 2024 first allocation round for underfunded emergencies are based on rigorous data analysis, structured consultations with stakeholders, a solid review of qualitative information and are conducted in a smooth and efficient manner. - Information on UFE allocations, both quantitative and qualitative, is summarized and analysed after each round, to inform donor reporting, updates to the CERF Advisory Group, and for other purposes. - Rigorous data analysis informs the ERC’s decision-making on allocations other than for underfunded emergencies, including multi-country allocations, regular rapid response allocations, and CERF’s planning for the current El Niño episode. - Data collected via CERF’s standard indicators is summarized and analysed so that it can be included in CERF’s annual report and other reports and updates. - Strategic advice on regular CERF allocations provided and allocations are managed from initial request to final report. - Assigned anticipatory action frameworks are fully set up and ready to be triggered if necessary.

Duties and Responsibilities The Programme and Data Analysis specialist reports to the Underfunded Emergencies Window Lead in the CERF Programme Unit. Within delegated authority, the specialist will be responsible for the following duties: - Conduct the data analysis underpinning the 2024 first allocation round for underfunded emergencies. This includes collecting data, monitoring data trends, calculating the CERF index for risk and vulnerability (CIRV – a composite index), analysing and visualizing data and interpreting the results so that they can inform decision-making. - Contribute to all other aspects of UFE rounds, including consultations, preparation of analytical documents, guidance documents and templates, tracking the progress of the UFE round including on specific thematic areas. - Conduct qualitative analysis related to underfunded emergencies or other allocations, e.g., with regard to joint needs assessments or accountability to affected people. - Conduct data analysis informing other potential CERF allocations, including multi-country allocations (similar to the multi-country allocations in response to the arrival of refugees and others fleeing the conflict in Sudan), special allocations (similar to the food security and famine prevention allocations of 2022 and 2023), early action (e.g., in response to the current El Niño epised) and regular rapid response allocations (e.g., estimating the number of people affected by a tropical cyclone before assessment da-ta is available). - Analyse data collected via the CERF’s standard indicators, interpret the data to identify key trends and results and present these so that they can inform CERF’s annual report, presentations to CERF’s Advisory Group and can be used for other advocacy or fundraising purposes. - Review CERF funding requests, advise the Emergency Relief Coordinator – based on a thorough analysis, whether CERF should provide funding or not and how much. Review strategies and project proposals to ensure their quality, and process these in CERF’s grant management system. Review and process project revision requests, interim updates and final reports. - Inform the work on anticipatory action frameworks by providing data analysis, advising on CERF processes and criteria, drafting frameworks, potentially participating in missions to countries to set up or revise frameworks and in other ways required. - Contribute to the preparation of various written documents, e.g., drafts sections of reports, background papers, policy guidelines, presentations on anticipatory action, etc. - Maintain awareness of current humanitarian affairs and related issues, to include relevant political, poli-cy, gender considerations or other developments in specific subject area, country or region concerned. - Perform other duties as required. Work implies frequent collaboration with the following: - Personnel at all levels within OCHA in New York, Geneva, country and regional offices - Counterparts in other UN agencies, NGOs and research institutions The position requires in-person presence and is located in New York. Work potentially includes travel to countries with humanitarian contexts or for workshops, seminars, trainings, etc.

Qualifications/special skills Master’s degree in data analysis or in a related field is required. At least three years of work experience in data analysis is required. Experience and understanding of humanitarian pooled funds and anticipatory humanitarian action, whether with the UN or an NGO, is required.

Languages English and French are working languages in the United Nations. For this job opening, fluency in English is required. Knowledge of another UN official language is desirable.
