Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Country Office in Georgia has been implementing its Strategic Note (2021-2025), under which one of the priority areas is women’s economic empowerment, with specific focus on women living in rural areas and marginalized women with multiple disadvantages. With financial support of the Swiss Agency for Development and Cooperation and Austrian Development Agency, and in close cooperation with UN Women ECA Regional Office, UNCTs in Armenia and Azerbaijan, governmental and civil society partners in all three countries, UN Women implements a multi-year project “Women’s Economic Empowerment in the South Caucasus” (WEESC) – the first phase 2017-2021 and the second phase 2021-2024. The project goal is to increase economic security and improve access to livelihood and development opportunities for women, particularly the poorest and most excluded in the South Caucasus countries. The project outputs are informed by relevant international commitments to women’s empowerment, and directly linked to the existing agreements between UN Systems and the governments of Armenia, Azerbaijan, and Georgia. The project goals aim at contributing to national priorities and various national plans, that underline the importance of gender mainstreaming in development.

Under direct supervision of the Programme Specialist, the Programme Analyst is responsible for the establishment and maintaining of partnerships with the regional and local authorities, as well as NGOs and CBOs and contributes to the implementation, monitoring and evaluation of the programme. The Programme Analyst analyzes political, social and economic trends, and provides technical advice services to the team. The Programme Analyst monitors the programme implementation and, coordinates activities of the programme staff and partners.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment (with special focus on the empowerment of marginalized groups of women, including domestic workers, rural and ethnic minority women)

  • Provide substantive inputs to programme documents, country strategy documents, briefs, policy dialogue, and other documents related to Women’s Economic Empowerment (WEE)
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives
  • Identify areas for support and interventions within the WEE programming

Provide substantive technical support to the implementation and management of the programmatic interventions in the area of WEE

  • Provide substantive technical inputs to the annual workplan and budget;
  • Draft reports on activities, outputs and outcomes; and contribute to the preparation of donor and UN Women reports;
  • Ensure adherence to programme/ project objectives, rules, regulations, processes and procedures in the planning and implementation of programme/ project activities;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners

Provide technical assistance and capacity development to programme partners

  • Coordinate and maintain relationships with national partners to support implementation and expansion of programmatic interventions in the area of WEE;
  • Identify capacity building needs of stakeholders;
  • Provide partners with technical assistance, mentoring, training and capacity development initiatives, as needed.

Provide technical inputs to programme reports, monitor programme activities and facilitate programme evaluation

  • Monitor progress of implementation of activities and finances using the results based management tools;
  • Organize and attend field missions and draft reports on monitoring missions;
  • Draft and/or provide inputs to quarterly reports and donor reports.

Provide substantive technical inputs to the management of people and finances

  • Monitor budget implementation and make budget re-alignments/ revisions as necessary;
  • Supervise programme staff, national and international consultants working in the area of WEE;
  • Provide substantive inputs to the terms of reference for new staff, consultants and contractors, as necessary.

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development/ expansion of knowledge management strategies, methodologies, and products on WEE;
  • Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their dissemination.

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Contribute to inter-agency coordination to achieve a coherent and aligned presence for programmatic interventions in the area of WEE in the Georgia CO

  • Provide substantive technical support to the Representative on inter-agency coordination related activities by drafting background reports and briefs as necessary
  • Provide substantive technical inputs to country level Comprehensive Country Assessment (CCA)/UNDAF processes and similar exercises related to the RC system as necessary
  • Provide substantive technical inputs analytical and regular progress reports on UN Women’s programme experiences in support of UN Women inter-agency coordination role.
  • Perform any other job-related duties as assigned by the supervisor

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in economics, law, human rights, gender/women's studies, international development, or a related field;

Experience:

  • Minimum 2 years relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
  • Experience drafting technical inputs to policy and programme documents
  • Technical experience in the area of economic empowerment of women
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset.

Language Requirements:

  • Fluency in English and Georgian, knowledge of Russian is an asset
