Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Country Office in Georgia has been implementing its Strategic Note (2021-2025), under which one of the priority thematic areas of work is women’s economic empowerment (WEE). Among the key dimensions of the WEE portfolio of UN Women Georgia Country Office of relevance for this Job Description are a) work with private sector to promote and implement UN global tool Women’s Empowerment Principles: Equality Means Business (WEPs); b) support women’s increased engagement in technology and innovation sectors; and c) increased engagement in entrepreneurship, agriculture, agrotourism with special focus on rural women, IDP and conflict affected women.

Reporting to the Deputy Country Representative, the Programme Analyst contributes to the effective management of the above listed key directions of UN Women WEE programme portfolio in the Georgia Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation. S/he guides and facilitates the delivery of UN Women programme elements in WEE thematic area by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors, private sector and civil society.

Duties and Responsibilities

1. Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment (with special focus on the empowerment of marginalized groups of women, including rural women, IDP and conflict affected women and girls)

  • Provide substantive inputs to programme documents, country strategy documents, briefs, policy dialogue, and other documents related to Women’s Economic Empowerment (WEE)
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives
  • Identify areas for support and interventions within the WEE programming

2. Provide substantive technical support to the implementation and management of the programmatic interventions in the area of WEE

  • Provide substantive technical inputs to the annual workplan and budget
  • Draft reports on activities, outputs and outcomes; and contribute to the preparation of donor and UN Women reports
  • Ensure adherence to programme/ project objectives, rules, regulations, processes and procedures in the planning and implementation of programme/ project activities
  • Review and coordinate the submission of implementing partner financial and narrative reports
  • Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners

3. Provide technical assistance and capacity development to programme partners

  • Coordinate and maintain relationships with national partners to support implementation and expansion of programmatic interventions in the area of WEE
  • Identify capacity building needs of stakeholders
  • Provide partners with technical assistance, mentoring, training and capacity development initiatives, as needed

4. Provide technical inputs to programme reports, monitor programme activities and facilitate programme evaluation

  • Monitor progress of implementation of activities and finances using the results based management tools;
  • Organize and attend field missions and draft reports on monitoring missions
  • Draft and/or provide inputs to quarterly reports and donor reports.

5. Provide substantive technical inputs to the management of people and finances

  • Monitor budget implementation and make budget re-alignments/ revisions as necessary
  • Supervise programme staff, national and international consultants working in the area of WEE
  • Provide substantive inputs to the terms of reference for new staff, consultants and contractors, as necessary

6. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products
  • Coordinate the development/ expansion of knowledge management strategies, methodologies, and products on WEE
  • Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their dissemination

7. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing

8. Contribute to inter-agency coordination to achieve a coherent and aligned presence for programmatic interventions in the area of WEE in the Georgia CO

  • Provide substantive technical support to the Representative on inter-agency coordination related activities by drafting background reports and briefs as necessary
  • Provide substantive technical inputs to country level Comprehensive Country Assessment (CCA)/United National Sustainable Development Cooperation Framework for processes and similar exercises related to the RC system as necessary
  • Provide substantive technical inputs analytical and regular progress reports on UN Women’s programme experiences in support of UN Women inter-agency coordination role.

9. Perform any other job related duties as assigned by UN Women

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • Minimum 2 years relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
  • Technical experience in the area of economic empowerment of women is an asset
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset
  • Experience in the United Nations systems in an asset
  • Field experience is an asset.

Language Requirements:

  • Fluency in English and Georgian, knowledge of Russian is an asset.
