UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women has been working in Afghanistan since 2002 (as UNIFEM until 2010). Successive decades of conflict, annual cycles of natural disasters, the worst drought on record in 27 years, an ongoing pandemic, and deep-rooted poverty have left over half the population of Afghanistan in critical need of humanitarian assistance. The contest around gender norms thereby remains at the center of the political, peace and security landscape in Afghanistan, putting women and girls at the frontlines of this crisis. In this context, the UN Women Afghanistan Country Office is consolidating its programming under the humanitarian-peace-development nexus, anchored in the Country Office Strategic Note (2018-2022), and UN Women continues to deliver on its triple mandate across four thematic areas: 1) Women, Peace and Security and Humanitarian Action; 2) Ending Violence Against Women; 3) Women Economic Empowerment; and 4) Women’s Leadership and Participation.

Since May 2021, UN Women Afghanistan thereby capitalizes on its five Sub-Offices located in the provinces Balkh, Bamyan, Herat, Kandahar and Nangarhar respectively. At present comprising of a Programme Coordinator, a Programme Associate and a Driver each, the five Sub-Offices are supporting UN Women programming and monitoring in their respective regions across the four thematic programming areas, and in alignment with the Humanitarian Response Plan (2022) for Afghanistan and the UN Transitional Engagement Framework (TEF).

Under the overall guidance from the Country Representative and Deputy Country Representative, the UNVs will report to the Monitoring and Reporting Analyst, and work closely with the Programme, communications and management support units to support in overall planning, monitoring, and reporting of UN Women Afghanistan Country Programme progress at the sub-national level.

• Serve as liaison between UN Women Afghanistan Country Office and partners at Sub-national level on monitoring, reporting and learning • Support in development of the monitoring tools such as monitoring plans/reports, data collection forms, analytical data sheets, etc. • Support quarterly Programme progress review with implementing partners • Provide technical support in the provision of orientation and training sessions on monitoring tools and capacity building on field monitoring to UN Women staff and partners • Support establishment and coordination of Third-Party Monitoring (TPM) system for UN Women Afghanistan programmes including overseeing field testing and refinement of data collection tools, training of field monitors, day to day liaison with Third Party Monitoring Organization(s) on cross-cutting technical issues, bringing key issues to attention of management when required • Support in analysis of data from TPM System, programmatic visits and other data to develop monitoring/analytical products to support Programme course corrections • Support assessment of Third-Party Monitoring System after six months of implementation to inform future directions • Undertake monitoring missions and provide ongoing technical accompaniment UN Women partners. • Coordinate monitoring of follow up actions from field visits to ensure they have been addressed and closed. • Coordinate submission of quality progress reports from Implementing partners. Review progress reports and provide feedback to implementing partners as needed to ensure results-based reports and analysis and capturing of data. Ensure validation of reports by respective Programme teams • Assess quality and methodological issues of partners reports and prepare periodic technical assessment updates and recommendations for improvements • Provide sub-national context situational updates on gender equality and empowerment of women to inform UN Women programming • Support organizing discussions and platforms for knowledge sharing through Programme implementations.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Monitoring and evaluating, reporting and results-based management • Demonstrated knowledge of bilateral and multilateral donors reporting requirements • Demonstrated experience of assessing progress and sustainability of projects/programmes of identifying timely corrective action • Demonstrated experience of building and maintain a reliable M&E database on the status of project implementation, delivery, evaluations, and reporting • A minimum of 3 years of experience of supporting capacity of the partner organizations in the areas of planning, M&E and reporting • Experience of working in teams and coordinating with project/Programme personnel located in distant offices • Experience of producing M&E Guidelines, frameworks, training material • Demonstrated experience in capturing learning and documenting knowledge
