Office/Unit/Project Description

The Angola CPD that ends in 2022 is premised on the principles of “leaving no one behind” and targets those furthest behind in development. The programme adopts three main complementary priorities (a) fostering poverty eradication and inclusive economic growth; (b) increasing resilience to shocks and crises and enhancing management of natural resources for conservation and economic development; and (c) strengthening inclusive democracy, human rights, justice and rule of law. It assumes that through poverty eradication, increased inclusive growth and reinforced resilience, participation and inclusive governance will be strengthened and inequalities reduced.

Additionally, the CPD promotes a shift from a centralised system of governance to a more decentralised inclusive system anchored on a participatory local governance model, laws and regulations enabling for effective participation of individuals, particularly women and youth and those left behind such as LGBTI and Key populations. UNDP is well positioned to facilitate the inclusion of vulnerable and marginalised population in the mainstream social and govenance structures, leveraging UNDP’s role as a convener, integrator and connector.

The UNDP’s WeBelong Africa Programme (WBA) integrates two projects, namely the “Inclusive Governance Initiative” (IGI) and the “Southern Africa Young Key Population Initiative” (YKP). WBA is designed to support state entities in sub-Saharan Africa to become increasingly accountable and responsive to, and inclusive of, LGBTI people and young key populations, which in turn will contribute to better laws, more responsive public sector services, and social norms that affirm these populations’ perspectives, needs and rights. The recent review of the penal code and decriminalisation of same sex relations in Angola creates opportunities for a reset and dialogue with state entities for inclusion of sexual and gender minorities in the public sectors, law and policy reform processes at both central and local level.

The Programme Analyst will therefore support the implementation of the WeBelong Africa programme in Angola, working with the Inclusive Governance, Gender and HIV Health Development/Global Fund Portfolio teams as well as Country Office Governance and Global Fund teams in the promotion Key Population and LGBTI rights including integration in programme design and implementation, working in partnership with civil society organisations,social movements, academia and Government.

Institutional Arrangement

The Programme Analyst will be supervised by the Head: Governance Unit, working collaboratively with Gender Focal Point and colleagues in other relevant UNDP teams. . The Senior Advisor, LGBTI Inclusion, Africa (UNDP HHD Africa) will act as secondary supervisor.

Travel:

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

b) UNDP will cover any official/duty travel (economy class) associated with performing the functions of this assignment within Angola and the region including the payment UNDP rates for visa fees, daily subsistence allowance and terminal allowance.

Duties and Responsibilities

Under the direction of the Head: Governance Unit, and the secondary supervision of the Senior Advisor, LGBTI Inclusion, Africa (UNDP HHD Pretoria), the Programme Analyst is expected to:

  • Support the formulation and implementation of WeBelong Africa programme strategies, workplans, and budgets for Angola, in order to advance the promotion and inclusion of the LGBTI and key populations in policy, laws, programmes, and social justice related movements.
  • Provide day to day management of WeBelong Africa programme activities in Angola, including provision of technical support to partners, organization of events and meetings, research and preparation of reports and tools, and collection and reporting of relevant data and information for measuring success of the programme in line with the WBA Results Framework.
  • Facilitate, support, and maintain strategic partnerships with key stakeholders in government and among civil society organizations, in collaboration with the UNDP Governance and Global Fund HHD portfolios.
  • Facilitate knowledge building, usage and dissemination of products generated and published by WBA, its partners and other relevant institutions in the continent including supporting the translation and review of some knowledge products.
  • Strengthen communication, visibility of WBA and participation of Angola stakeholders such as Parliamentarians, Judges, Senior Officials and LGBTI activists in the WBA Community of Practice (COP); contribute towards identification of best practices, lessons learned and support with the documentation of and dissemination of knowledge products in the COP.
  • Manage partnerships and collaboration between the UNDP country office and the UNDP WBA regional team, and between UNDP and other UN Agencies, Government institutions, bilateral partners, academia and Civil society organisation for the effective management and implementation of WBA in Angola.
  • Support the full integration of the WeBelong Africa into the Angola Country Office programme portfolio and contribute programme information to Country Office planning, budgeting and reporting processes.

Advanced University Degree in Law, Public Health, Development Studies, Governance and Rights or related fields

Min. years of relevant work experience

Minimum of two years’ work experience with LGBTI related issues in low and middle income countries, including some experience in Africa.

Required skills

  • At least one year of work experience in the United Nations Development system in the areas of governance, health and human rights including in UNDP.
  • Experience working with LGBTI+ and/or HIV related community based organizations, either in a technical support capacity or in a direct management role.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Desired skills in addition to the competencies covered in the Competencies section

  • Experience working on LGBTI and key population related human rights issues with governments, human rights bodies, civil society and development partners in the Africa region.
  • Experience in developing research reports or training resources pertaining to LGBTI rights and/or young key populations in Africa.
  • Experience in strategy development, workplanning and reporting is desirable

Required Language(s)

  • Fluency in both Portuguese and English is required, both spoken and written.
  • French is an added advantage.
