Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya and host community women while assisting them to live with dignity, regain resilience and overcome restrictive gender norms. The programme promotes women’s participation and leadership in the camps and host community, peace and social cohesion building activities, and gender-responsive policing. UN Women is an active member of the Protection Sector and the Gender-Based Violence Sub-Sector (GBV-SS) and chairs the Gender in Humanitarian Action Working Group (GiHA WG) for the Rohingya Refugee Response to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.

Reporting to the Programme Specialist - Gender and Humanitarian Action the Programme Analyst, Gender-Responsive Governance and Protection provides programme and coordination support to the effective management of UN Women in Cox’s Bazar by contributing to the programme design, formulation, implementation, monitoring, reporting and evaluation in the area of Gender-Responsive Governance and Protection (GRGP), managing also the finances and overseeing the work of Programme Associates and six (6) Gender Field Officers (GFOs) under the portfolio. The Programme Analyst, Gender-Responsive Governance and Protection supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures, and supports knowledge generation and dissemination, to ensure evidence-based programming is prioritized internally and lobbied externally.

The Programme Analyst, Gender-Responsive Governance and Protection works in close collaboration with the programme and operations teams within the sub-office in Cox’s Bazar and the country office in Dhaka with the GBV and Governance units, UN Women regional and headquarters staff, government officials, donors and civil society ensuring successful UN Women programme implementation under the portfolio and alignment with global and regional commitments. The Programme Analyst, Gender-Responsive Governance and Protection also represents UN Women Sub-Office externally, coordinating closely with the Protection Sector and GBV-SS of the Inter-Sector Coordination Group

Duties and Responsibilities

1. Contribute technically to the development of programme strategies in the area of gender-responsive governance and protection

  • Provide technical inputs to the design and formulation of programme/project proposals and initiatives related to gender-responsive governance and protection.

2. Provide technical support to the implementation and management of the gender-responsive governance and protection programme

  • Provide inputs to the annual workplan and budget as required, gathering and incorporating inputs from UN Women GFOs;
  • Coordinate and monitor the implementation of programme activities, recording relevant programme activities, issues, and risks;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports.

3. Provide technical assistance and capacity development support to programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed, including on results-based management.

4. Provide technical inputs to the monitoring and reporting of the programme

  • Monitor progress on programme activity, results and indicators using results-based management tools;
  • Conduct and ensure regular monitoring visits by the GRGP team, as required, and prepare reports on monitoring missions;
  • Monitor the implementation of proposals by responsible parties;
  • Provide inputs to quarterly reports, donor reports, sector reports and other reports on programmatic results at the activity, output and outcome levels as relevant.

5. Provide technical inputs to the management of people and finances of the gender-responsive governance and protection programme

  • Monitor budget implementation and programme activity expenditures, maintaining an updated budget utilization plan for the programme, and perform budget revisions when required;
  • Monitor the allocation and disbursement of funds to responsible parties;
  • Monitor implementation of audit recommendations;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Associates and Assistants, and the six (6) GFOs as needed.

6. Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies and funding proposals; analyze and maintain related information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

7. Provide technical inputs to inter-agency coordination on gender-responsive governance and protection to achieve coherence and alignment of UN Women programmes with other partners in Cox’s Bazar

  • Contribute substantive inputs to the Protection Sector and GBV-SS activities, participating in meetings of the GBV-SS on behalf of UN Women;
  • Provide technical support to the Head of Sub-Office on inter-agency coordination related activities by providing inputs to background reports and briefs.

8. Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to gender-responsive governance and protection;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on gender-responsive governance and protection;
  • Undertake any other duties as requested.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, social sciences, human rights, gender/ women’s studies, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience at the national or sub-national level in development and/or humanitarian programme implementation, monitoring and evaluation, donor reporting and capacity building;
  • Experience in gender equality programming and gender-responsive governance and protection is required;
  • Experience of in the gender-responsive humanitarian action is desirable;
  • Experience coordinating and liaising with government agencies and/or donors desirable.
  • Experience working with the Rohingya humanitarian crisis is desirable;

Language Requirements:

  • Fluency in English, and Bangla is required;
  • Knowledge of Chittagonian is desirable.
  • Knowledge of another UN language is desirable (French, Arabic, Chinese, Russian or Spanish)
