Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ukraine has become one of the world’s most complex emergencies and the crisis presents severe gendered challenges,[1] including worsening inequalities and discrimination, compounded vulnerabilities, and disproportionate violence affecting women and girls—such as sexual and gender-based violence, conflict-related sexual violence, and domestic violence, among others.

Signatory to several international instruments, Ukraine has joined and adopted most of the key international and regional gender equality and women’s empowerment (GEWE) and human rights frameworks and has integrated these commitments into a number of national laws and policies. This commitment is notably enshrined in the ratification and joining of the relevant human rights treaties and international agreements, including the following: The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) (1979), The Beijing Declaration and Platform for Action (BPfA) (1995), United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security (UNSCR 1325), The Sustainable Development Goals. In addition, Ukraine has recently joined the G7 Biarritz Partnership for Gender Equality initiative (2020) [2], the Equal Pay International Coalition (EPIC) [3], led by UN Women, the ILO and the OECD, the Generation Equality Actions Coalitions[4] and the Istanbul Convention (2022).

In this line, the Government of Ukraine has also developed its first national strategic document on GEWE: the State Strategy on Ensuring Equal Rights and Opportunities for Women and Men till 2030, which will serve as the main policy framework for achieving Ukraine’s international and national commitments on GEWE[5]. Numerous policies have been enacted for further gender mainstreaming throughout government planning and in State sectoral, regional and local policies. However, their implementation is slow, with insufficient budgetary and resource allocation as well as monitoring and reporting. The Government has also approved an Action Plan to combat domestic violence and GBV and has introduced a State Strategy on Equal Rights and Opportunities of Women and Men. In a further positive step toward the implementation of the Women, Peace and Security agenda, recent revisions to the 2020 National Action Plan on United Nations Security Council Resolution 1325 are soon to be adopted, although plan localization[6] and budgeting remains unaddressed. With Ukraine being granted candidacy for EU accession in June 2022, it provides a significant opportunity to support the Government of Ukraine in ensuring compliance to the gender equality commitments through the EU accession process.

UN Women Ukraine will leverage its normative support to the Government of Ukraine at all levels (national, regional and local) to advance new normative frameworks and GEWE opportunities as described in the situation and context analysis.

The work of UN Women Ukraine is grounded on a human rights-based approach and is guided by the principle of leaving no one behind and intersectionality in its programmatic initiatives to address the needs of those most marginalized and vulnerable, especially marginalized groups of women and girls affected by the war.

The project “Transformative approaches to achieving gender equality in Ukraine” aims at employing transformative approaches to the advancement of gender equality and women’s empowerment, which we understand as breaking out with ‘business-as-usual’; instead of focusing on barriers women face and empowering women through working with women, gender transformative approaches engage variety of agents of change. Transformative approaches aim at removing the root causes, structural barriers, and restrictive social norms, that underpin the persistence of gender inequalities in various areas of life. In our case transformative approach means engaging with the key institutions at the same time, that have significant impact on either reproduction of restrictive gender stereotypes or can help to break down these social norms and pave the way to greater gender equality and women’s empowerment: the government, women’s organizations, and the private sector.

Impact of results:

The key results of this post directly impact on the ability of UN Women to effectively implement the UN Women programme portfolio in the country. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and women’s human rights and empowerment in the country.

Reporting to Programme Specialist (Project Manager), the Programme Analyst provides programme support to the effective management of UN Women programmes in the Ukraine CO by contributing in the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

[5] Additionally, the following national legislative and policy instruments were adopted to comply with the international commitments and advance GEWE: Law on Ensuring Equal Rights and Opportunities of Women and Men, National Human Rights Strategy and Action Plan to Implement the National Human Rights Strategy of Ukraine for 2021–2023, , the second National Action Plan to Implement UN Security Council Resolution 1325 “Women, Peace and Security” by 2025, State Social Programme on Preventing and Combating Domestic Violence and Gender-Based Violence by 2025, Action plan on the implementation of the Biarritz commitments.

[6] This envisages development of the sectoral, regional and local plans to implement the provisions of the 1325 National Action Plan, which are adjusted to the specific needs and priorities of the regions.

Duties and Responsibilities

  1. Contribute technically to the development of programme strategies in the area of gender equality policy and legal framework
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to gender equality policy and legal framework
  1. Provide technical support to the implementation and management of the gender equality policy and legal framework programme
  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.
  1. Provide technical assistance and capacity development support to project/programme partners
  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  1. Provide technical inputs to the monitoring and reporting of the programme/ project
  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
  1. Provide technical inputs to the management of people and finances of gender equality policy and legal framework programme
  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Associates and Assistants as needed.
  1. Contribute to building partnerships and resource mobilization strategies
  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  1. Provide technical inputs to inter-agency coordination on gender equality policy and legal framework to achieve coherence and alignment of UN Women programmes with other partners in Ukraine
  • Provide technical support to the Representative, Deputy Representative and Project Manager on inter-agency coordination related activities by providing inputs to background reports and briefs.
  1. Provide inputs to advocacy, knowledge building and communication efforts
  • Provide technical inputs to background documents, briefs and presentations related to gender equality policy and legal framework
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on gender equality policy and legal framework

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the advocacy for gender equality and women's empowerment is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and Ukrainian is required;
  • Knowledge of the other UN official working language is an asset;
