Kenya attained lower-middle-income status in 2014, and while income poverty rate declined (from 46.6 per cent of the population in 2006 to 36.1 per cent in 2016, though with wide subnational differentials), the absolute number of poor people increased (from 16.8 million people in 2005/2006 to 19.5 million in 2019) – the majority of whom are women. Multidimensional poverty incidence in rural areas (67 per cent) is more than twice that in urban areas (27 per cent), and significant inequalities exist across socio-economic groups. The Common Country Analysis (CCA) notes that in all 47 counties, subcategories of women, especially teenage mothers, widows, single heads of households and those living with HIV or disability, face exclusion and stigma based on gender and social status. Due to the country’s rapid urbanization, 46 per cent of Kenyans will live in urban areas by 2030; this is significant since the urban poor population is increasing and 15 per cent live in informal settlements, with inadequate access to high-quality sexual and reproductive health (SRH) services and increased vulnerability to disasters.

In 2022, UNFPA Kenya embarked on a new 10th Country programme (2022-2026). Gender and social norm is one of the output UNFPA Kenya aims at. According to the 2022 Kenya Demographic Health Survey (KDHS), percentage who have experienced physical violence since age of 15 is 34% for women and 27% for men while 13% of women and 7% of men have experienced sexual violence since age of 15. Female genital mutilation (FGM) is also one of the outstanding issues in Kenya which stand at 15% of national prevalence among age 15-49. In partnership with the Government of Kenya and NGOs and community-based organizations (CBOs), UNFPA Kenya focuses on prevention and response to GBV and harmful practices including FGM and child marriage through

• Strengthening policy and advocacy; • Developing capacity of duty bearers; • Providing multi-sectoral services (medical, legal, psychosocial support, safe spac-es/shelters); • Creating awareness of women and girls • Providing economic empowerment of women; • Facilitating community-based solutions; • Strengthening evidence generation.

Under the direct supervision of the GBV/Gender Advisor, the UN Volunteer will undertake the following tasks:

Programme management • Support development and implementation of FGM and GBV programs; • Develop, review and implement annual workplans of the Kenya office as well as Implementing partners; • Support capacity building of UNFPA implementing partners and stakeholders on GBV and harmful practices.

Monitoring, Evaluation, and Reporting • Analyze and report on programme and project progress in terms of achieving results; • Identify constraints and resource deficiencies, and recommend corrective actions; • Supervise preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the project monitoring plan, and document and apply lessons learnt to close the gaps; • Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels; and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities; • Participate in monitoring missions and meetings with project partners; • Support programme evaluations of the overall UNFPA country programmes as well as implementing partners’ activities. Coordination and Partnership including resource mobilization • Contribute to achievements of United Nations Sustainable Development Cooperation Framework (UNSDCF Kenya 2022-2026) as UNFPA gender team; • Plan and participate in national and international commemorations such as Interna-tional Women’s Day, 16 Days of Activism against Gender-Based Violence, and International Day of the Girl Child; • Contribute to strengthening partnership with Japan International Cooperation Agency (JICA) in liaising with the Gender Advisor at JICA Kenya; • Contribute to resource mobilization efforts of UNFPA Gender team for GBV, harmful practice, and other women’s empowerment activities.

Communication and advocacy • Contribute to UNFPA communication products such as newsletters, website, and social media releases; • Assist in drafting policy documents, briefs, and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions; • Support any advocacy events and opportunities for mainstreaming issues of GBV and Harmful practices into national and county strategy, policy, and action plans.

• Experience in setting priorities, budgets, work plans, participating in programme development and programme writing; • Excellent communication skills including: the ability to facilitate discussion with state and non-state actors; excellent listening skills; an ability to adapt advice • Demonstrated ability to work collaboratively and respectfully within and across teams, languages, and cultures • Ability to work in a multicultural environment in an international setting with a demonstrated commitment to development.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN-HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location are a highland cool and warm tropical climate.
