Background

I. Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works towards one overarching goal “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Türkiye”. Towards this goal, UN Women implements programmes and projects in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Since 2017, UN Women has been implementing a Refugee Response Programme which includes a twin track approach of strengthening the gender responsiveness of the overall refugee response in the country under the Regional Refugee and Response Plan (3RP) and providing targeted actions for refugee and host community women and girls to improve their resilience (provision of protection, livelihoods services and social cohesion support). The targeted actions have been implemented in several provinces, with Gaziantep serving as the hub. In Gaziantep, UN Women has been addressing the challenges faced by Syrian women, women under international protection and host community women and girls through the SADA Women´s Empowerment and Solidarity Centre as well as the SADA Women’s Cooperative as vehicle for income generation and social cohesion. Considering the protracted nature of the crisis, UN Women has evolved its refugee response program in Turkiye along the humanitarian, development, and peace nexus.

In the aftermath of the devastating earthquakes that struck the South of Turkiye on February 6th, UN Women has revised its Country Strategic Note to include a new Output on ensuring that women and girls impacted by the earthquake are provided with multisectoral services and support for their immediate and longer-term needs, and promoting their agency and leadership in the response. In line with this Output, and in support of the government-led response, UN Women has started re-programming its existing projects and developing new ones also based on the experience and partnerships under its Refugee Response Programme. This includes the re-programming of a currently ongoing project to support the SADA Women’s Cooperative. UN Women works with partners from public institutions, civil society and other UN agencies in addressing the urgent needs of women and girls impacted by the earthquakes for essential supplies, information, psycho-social support and safety, while simultaneously working to respond to their longer-term recovery needs and restoration of their livelihoods. Under this Output, UN Women is working on the development of model of women-friendly temporary settlement that will be implemented in Hatay and Kahramanmaras, in collaboration with private sector and women’s civil society organizations. As part of the model, women’s empowerment hubs are in the process of being established at temporary settlement areas, aimed at strengthening women’s resilience and safety and enabling their leadership and participation in the recovery process. To support this initiative, UN Women is in the process of recruiting two field associates in Hatay and Kahramanmaras. UN Women is also providing support to service providers working at shelters, violence prevention and monitoring centers and women’s counselling centers in selected affected provinces, to be able to cope with the increased needs aftermath of the earthquakes. Financial and technical support is being provided to local women-led and women’s rights organizations to remain operational and to continue and expand their work in the post-disaster context. UN Women takes part in the interagency coordination structures under the earthquake response, including in Gaziantep where the field level inter-sectoral coordination has been centered.

About the position:

Reporting to the Deputy Country Director, the Programme Analyst (Field Coordinator) based in Gaziantep provides programme and coordination support for the effective management of UN Women programmes implemented in the context of recovery from the earthquakes and refugee response, by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio. The Programme Analyst is expected to co/supervise two field associates based in Hatay and Kahramanmaras and a field assistant to be recruited in Gaziantep and to represent UN Women at field level coordination mechanisms in the earthquake affected provinces. The position requires frequent domestic travel.

Duties and Responsibilities

II. Functions

1. Contribute technically to the development of programme strategies in the area of crisis response and recovery from the Kahramanmaras earthquakes as well as refugee response

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives related to humanitarian, refugee response, early recovery and long-term recovery. Identify areas for support and intervention related to the programm

2. Provide substantive technical support to the implementation and management of the crises/earthquake response and refugee response portfolio

  • Provide technical inputs to the annual workplan and budget as required; Lead the implementation of programme activities at the field level;
  • Lead the coordination of call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Provide support to all programs of UN Women Türkiye Country Office that take place in Gaziantep and nearby provinces;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

3. Provide technical assistance and capacity development support to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  • Maintain relationships with national partners to support implementation and expansion of the earthquake response and recovery programme;

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5. Provide substantive technical inputs to the management of people and finances of crisis/earthquake response portfolio

  • Monitor budget implementation and programme activity expenditures and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports
  • Co/supervise two field associates and a field assistant based in Hatay, Kahramanmaras and Gaziiantep

6.Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

7. Provide technical inputs to inter-agency coordination on humanitarian assistance and recovery following the earthquakes as well as refugee response to achieve coherence and alignment of UN Women programmes with other partners in Türkiye

  • Represent, as delegated, UN Women in the area-based coordination mechanisms in Gaziantep and other hubs
  • Provide substantive technical support to the Country Director and Deputy Country Director on inter-agency coordination related activities by drafting background reports and briefs.

8. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to the earthquake response programming of UN Women
  • Coordinate and organize advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on crisis/earthquake response

Required Skills and Experience

V. Recruitment Qualifications

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required;
  • Experience in the field of gender equality and women’s empowerment is a strong asset;
  • Experience in the field of humanitarian response/refugee response is an asset;
  • Previous experience in the Eastern and/or Southeastern Türkiye is an asset;
  • Experience working for a UN agency is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and Turkish is required
