Background

Background:

The UN Women Regional Office for the Arab States (ROAS) located in Cairo, is leading and supporting the rollout of several programmes on ending violence against women in the region. These programmes fall under the triple mandate of UN Women and provide support at the normative, coordination and operational levels to ensure women and girls in the region live a life free from violence.

Reporting to Programme Specialist managing the Regional EVAW portfolio, the EVAW Programme Specialist - Consultant will support the effective management of UN Women programmes in the ROAS by contributing to the programme design, formulation and implementation. S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting the appropriate application of systems and procedures. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

Ensure effective administration of budgets and monitoring of EVAW projects’ expenditures focusing on the achievements of the following results:

  • Support the preparation of annual project work plans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary);
  • Ensure timely and good-quality implementation of work plan activities;
  • Continuously monitor progress against the approved work plan; Identify changes in the external environment and promptly agree on necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities);
  • Monitor expenditure to ensure that it is in line with approved budgets, AWPs, and Programmed/Financial policies.

Provide advanced administrative support to the EVAW Programme Unit:

  • Prepare all logistical, administrative, and financial arrangements and support the organization for meetings, workshops, events, and missions (virtual and non-virtual);
  • Prepare travel arrangements for the EVAW team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high-level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials;
  • Take minutes of meetings and share them with relevant stakeholders

Provide Substantive Support to EVAW regional programmes:

  • Contribute to the implementation of ongoing EVAW programmes in the regional office, in particular, a research project on the role of women in law enforcement and EVAW in the Arab States region;
  • Ensure timely preparation and quality control of substantive technical reports, briefs, and required documents, including donor reports; and;
  • Conduct regular thematic analysis of EVAW activities in field offices to inform programming;
  • Contribute to effective resource mobilization and donor relations by analyzing and researching information on donors and preparing substantive briefs on possible areas for financial cooperation;
  • Prepare briefing notes, talking points, background papers, and presentations as requested;
  • Coordinate and document coordination meetings on EVAW as needed;
  • Maintain records of all EVAW files and related documents in the share drive;
  • Participate in Strategic Notes and Annual Work planning processes, including Monitoring and reporting;
  • Contribute to the development draft proposals, concept notes, and briefing notes on different areas of EVAW programming in the Arab States region.

Contribute to Regional EVAW knowledge management and communication:

  • Identify sources of information on evidence-based programming on EVAW and prepare a synthesis of best practices and lessons learned to feed into programming;
  • Identify innovative ways to share knowledge on EVAW with partners and field offices;
  • Review and edit the EVAW knowledge library and update it regularly;
  • Contribute to strengthening the knowledge management system to support effective and efficient collection and dissemination of information;
  • Contribute to regional communication activities related to EVAW (16 Days of Activism against Gender-Based Violence as part of the UNiTE to End Violence against Women Campaign);
  • Work closely with ROAS communication team on EVAW-related communication materials;
  • Contribute and provide support to other tasks that may be assigned.

Required Skills and Experience

Education

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building;
  • Previous experience in the field of ending violence against women is required; in particular regarding security sector services delivery for EVAW;
  • Experience in qualitative and quantitative research methods, and in writing research reports is an asset;
  • Experience coordinating and liaising with UN agencies, and partners, is an asset.

Language Requirements

  • Fluency in Arabic and English is required;
  • Knowledge of French is an asset.
