Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ukraine has become one of the world’s most complex emergencies and the crisis presents severe gendered challenges,[1] including worsening inequalities and discrimination, compounded vulnerabilities, and disproportionate violence affecting women and girls—such as sexual and gender-based violence, conflict-related sexual violence, and domestic violence, among others. Adding to this, pervasive limitations to women’s representation in decision-making, despite their key engagement in humanitarian response, are compromising the efficiency of response programs. With women constituting the majority of refugees from Ukraine and those displaced within the country, they face significantly increased safety and protection risks, including multiple forms of gender-based violence (GBV), particularly domestic violence and conflict-related sexual violence (CRSV), including human trafficking.[2] The recognition of the gendered effects of the war are essential for states, international agencies, and civil society to develop holistic humanitarian responses that address the differential experiences of conflict.

Women-led organizations have become first responders on the frontlines of the war, providing fundamental services to vulnerable groups. They are not only frontline responders but also are well placed to influence and inform decision making of response across the humanitarian-development- spectrum, civil society organizations and volunteers’ groups led by women quickly mobilized at the onset of the conflict in Ukraine, pivoting from their core roles to instead supporting increased access to critical services and humanitarian aid. In a study done by UN Women on mapping the impact of the operational space for women CSOs following the war, all the CSOs interview highlighted the significant adjustments to their programmes and operations in response to the war. 66% of surveyed CSOs are now providing services and interventions that they have not worked on before, 57% have been providing remote support to beneficiaries and over 52% of surveyed CSOs are re-allocating funds to new/ different priorities[3].

However, these organizations are currently not receiving the support or resources they need to provide this assistance[4] and continue to be sidelined in humanitarian response priority setting processes. UN Women will invest in amplifying the centrality of the role of women-led CSOs in the humanitarian response to the Ukraine conflict, especially to address intersecting vulnerabilities.

Following the HDP nexus approach and to ensure there is a long term approach to humanitarian assistance, UN Women will ensure that immediate life-saving assistance to women and girls affected by the war is complemented by resilience building and early recovery efforts to protect, promote and achieve further progress in gender equality in Ukraine, to maintain and strengthen the capacities of women and women’s CSOs to meaningfully participate in decision making and advocate for their needs to be incorporated in the policies and programs on GEWE, across the humanitarian response and resilience building programmatic and policy priorities, as well as humanitarian response and early recovery efforts.

In line with this approach, UN Women will continue to support the women’s movement in Ukraine, through strengthening partnership with women led CSOs and WHRDs in their response to the immediate needs of war-affected women and girls (including women in areas close to contact lines, internally displaced women, women returnees, women veterans and volunteers, women and girls at risk, survivors of GBV, including CRSV, women with disabilities, young and elderly, ethnic minorities women) based on comprehensive needs assessment. This includes empowering and protecting war-affected women and girls through direct humanitarian assistance, psychological, informational, legal and other protection and essential livelihood support. UN Women aims to work closely with other UN entities and humanitarian actors on the basis of their respective mandates within the available coordination mechanisms to plan and deliver. UN Women will also ensure opening up spaces and platforms to enable amplifying of Ukrainian women's voices in policy spaces through their direct engagement with the diplomatic community and stronger coalitions and networks both in country and regionally.

International agencies have been helping to coordinate humanitarian response and provided both funding and resources to local organizations; however, significant work remains in meeting the commitments to civil society and empowering their voices on the national and international stage. Flexible, multi-year, and unrestricted funding to local women-led civil society groups is needed to help them develop, implement, and maintain programs responding to the humanitarian crises.[5] UN Women in Ukraine collaborates closely with the UN Country Team to integrate women’s rights and gender equality in all spheres of the UN’s work in Ukraine.

The project “Transformative approaches to achieving gender equality in Ukraine” aims at employing transformative approaches to the advancement of gender equality and women’s empowerment, which we understand as breaking out with ‘business-as-usual’; instead of focusing on barriers women face and empowering women through working with women, gender transformative approaches engage variety of agents of change. Transformative approaches aim at removing the root causes, structural barriers, and restrictive social norms, that underpin the persistence of gender inequalities in various areas of life. In our case transformative approach means engaging with the key institutions at the same time, that have significant impact on either reproduction of restrictive gender stereotypes or can help to break down these social norms and pave the way to greater gender equality and women’s empowerment: the government, women’s organizations, and the private sector.

Impact of results:

The key results of this post directly impact on the ability of UN Women to effectively implement the UN Women programme portfolio in the country. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and women’s human rights and empowerment in the country.

Reporting to Programme Specialist (Project Manager), the Programme Analyst provides programme support to the effective management of UN Women programmes in the Ukraine CO by contributing in the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

  1. Contribute technically to the development of programme strategies in the area of CSO partnership
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to CSO partnership with special focus on women’s and women-led CSOs
  1. Provide technical support to the implementation and management of the CSO partnership programme
  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.
  1. Provide technical assistance and capacity development support to project/programme partners
  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  1. Provide technical inputs to the monitoring and reporting of the programme/ project
  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
  1. Provide technical inputs to the management of people and finances of CSO partnership programme
  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Associates and Assistants as needed.
  1. Contribute to building partnerships and resource mobilization strategies
  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  1. Provide technical inputs to inter-agency coordination on CSO partnership to achieve coherence and alignment of UN Women programmes with other partners in the country
  • Provide technical support to the Representative,Deputy Representative and Project Manager on inter-agency coordination related activities by providing inputs to background reports and briefs.
  1. Provide inputs to advocacy, knowledge building and communication efforts
  • Provide technical inputs to background documents, briefs and presentations related to CSO partnership with special focus on women’s and women-led CSOs;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on CSO partnership with special focus on women’s and women-led CSOs .

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the partnership with human rights, women’s CSOs representing diverse women’s groups at international, regional, national and local levels in implementing gender equality initiatives, as well as experience in advocacy for gender equality and women's empowerment is an asset is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and Ukrainianis required;
  • Knowledge of the other UN official working language is an asset;
