This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Provides support to the implementation of grant agreements and project reporting:

  • Supports negotiations with donors, including providing guidance to Project team on related policies and procedures;
  • Prepares and reviews donor contributions agreements, including contribution budgets where necessary;
  • Liaises with donor counterparts and relevant UNDP teams (e.g. the Legal Services Office and Resources and Operations Management) to facilitate finalization of contribution agreements;
  • Establishes and maintains a monitoring system to ensure timely reporting to donors, and collaborates with relevant project staff to prepare necessary reports;
  • Leads the preparation of financial reports to donors, consistent with specific agreement requirements;
  • Provides advisory support to UNDP staff on the implementation of UNDP resource mobilization and donor engagement policies, as well as on project budget and general project management issues;
  • Support the Project team in programmatic reporting requirements; and
  • Performs other relevant duties as required.

2) Provides support to the management of project/initiative budgets and financial resources:

  • Supports sound resource management through budget management, resource allocation planning and expenditure control, consistent with UNDP rules and regulations;
  • Monitors application of revenue in coordination with relevant UNDP teams (e.g. Treasury Department and Resources and Operations Management) and ensures programming of funds in to relevant budgets;
  • Ensures accurate General Management Support (GMS) fee set-up and collection, consistent with UNDP cost-recovery rules and regulations and mechanisms;
  • Reviews and analyses budget implementation on an ongoing basis and initiates budget revisions, as necessary;
  • Establishes and maintains a monitoring system to track project/initiative expenditures and ensures compliance with UNDP cash management policies and procedures;
  • Undertakes ongoing reviews of project accounts, ensuring accuracy of various transactions (e.g. vouchers, general ledger journal entries (GLJEs), payroll) and sufficient funds for disbursement;
  • Assists in development and implementation of the costs savings and cost reduction strategies; and
  • Performs other relevant duties as required.

3) Provides support to address operational issues:

  • Undertakes procurement processes, including designing and implementing sourcing strategies; leading contractor selection; quality assurance; relationship management; and performance measurement, consistent with UNDP rules and regulations and in coordination with relevant UNDP teams (e.g. Central Procurement Unit);
  • Supports recruitment processes, including ensuring timely submission of forms and documentation to relevant UNDP teams (e.g. Office of Human Resources) and scheduling of interviews;
  • Leads travel facilitation processes for events and meetings, including calculating entitlements; preparing travel authorizations, liaising with relevant colleagues in both headquarters and UNDP Country Offices; responding to traveler questions; ensuring timely approvals, consistent with UNDP rules and regulations; supporting reconciliation of after-travel documentation and reimbursements; and any other necessary follow-up with travelers to ensure positive client experience and compliance with UNDP regulations;
  • Supports event management, including undertaking related procurement processes and liaising with suppliers before and during events to ensure event success; and
  • Performs other relevant duties as required.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

A university degree in business or public administration, project management, finance, accounting, or any related area.

Required experience:

48 Months

Experience remark:

  • At least 4 years of relevant experience in supporting project management, with a focus on finance and operations, at a large international organization;
  • Experience supporting implementation of donor contribution agreements at a large international organisation;
  • Experience supporting travel facilitation for multiple internal and external stakeholders;
  • Prior experience with UNDP required
  • Experience using Atlas;
  • Experience with different donor financial reporting requirements;
  • Experience supporting recruitment and/or procurement processes;
  • Excellent Knowledge of UNDP procurement rules and regulations.
  • Fluency in spoken and written English is required;
  • Working knowledge of Arabic is a distinct advantage;
