Duties and Responsibilities - The incumbent's primary reporting line is to the Humanitarian Affairs Officer UNDAC and INSARAG - Regional Focal Point for Europe and the CIS region in the Emergency Response Section - On 6 February 2023, two devastating earthquakes, measuring 7.7 and 7.6 magnitude on the Richter Scale, struck Pazarcik and Elbistan in Kahramanmaras, Türkiye. The initial earthquake was followed by over 3,100 aftershocks, including a 7.6-magnitude earthquake. The Emergency Response Section has seen the largest deployment of its tools and services in response to this emergency. The earthquake caused over 40,000 deaths, thousands of injuries and relocations. A total of 16 million people have been affected in 11 provinces in Turkiye alone. It is estimated that 8.8 million people were affected across Syria out of which 6 million in GoS-controlled areas - In response to this emergency, thousands of Search and Rescue specialists deployed as well as relief agencies from across the globe. ERS supported the deployment of over 60 INSARAG Classified Teams and deployed a large response team of coordination specialists via the United Nations Disaster Assessment and Coordination System. - Such large scale emergencies and the subsequent humanitarian response are rare and test the capacity to respond of the humanitarian system. It is therefore important to learn from those events, capitalize on the lessons observed and improve the humanitarian response methodologies when area for improvement are identified. - With this in mind, the selected candidate will be the focal point for ERS to lead and coordinate within ERS the different lessons learnt and after-action reviews following the deployment of the first and second wave of UNDAC teams, as well as USAR mobilization in Türkiye and Syria. - In particular, the consultant will be in charge of: o Support the UNDAC Mission Focal Point in applying the Mission Monitoring Framework to the missions in Türkiye and Syria, including the different debrief processes, surveys and the the preparation of the End of Mission report o Prepare relevant After Action Reviews for the ERS teams, including other OCHA sections as needed as well as external partners o Prepare consultations and meetings in relation to after action reviews during the Humanitarian Network and Partnership Week in Geneva. In particular, ¿ A joint INSARAG/UNDAC internal review, the first global AAR at the Humanitarian Partnership and Networks Weeks (HNPW), 24-28 April 2023 ¿ An UNDAC Operational Support Partners After Action Review ¿ Relevant sessions during the UNDAC Advisory Board meeting ¿ Relevant sessions during the INSARAG Steering Group meeting ¿ A joint INSARAG/ECHO exhibition at the HNPW that features the highlights of the EQ response and present key infographics and photos of the event.

o Coordinate the preparation of an INSARAG response global review with all involved USAR teams, planned for December 2023. - Collect feedback and share lessons and other actionable recommendations with relevant OCHA sections. - Develop a lessons learnt and recommendations tracking matrix. - Set up the processes for the implementation of recommendations and follow up with all relevant entities for implementation until December 2023. - Ensure that lessons learnt are incorporated in new training material for both the UNDAC and INSARAG networks. In this view, engage with relevant entities to develop new UNDAC courses as well as with the members of the INSARAG Training Working Group - Similarly, provide feedback and suggestions – based on the identified lessons – to specific stakeholders outside OCHA e.g European Civil Protection and Humanitarian Aid Operations (ECHO), UNDAC Operational Support Partners (over 10 of them). - Share some of the key findings in the through the UNDAC Dispatch, a new quarterly newsletter targeted at active and non-active UNDAC members.

Qualifications/special skills Minimum of one year of experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Good knowledge of the UNDAC system and INSARAG network, particularly the Europe and CIS region, as well as their operational partners is required. Experience in organizing After Action reviews following big scale emergencies following sudden onset disasters is required. Experience with the deployment of UNDAC teams as well as USAR mobilization, especially in relation to the response to the earthquakes that struck Türkiye and Syria in February 2023 is desirable. Experience in organizing partnership events, possible past involvement in previous HNPW events is desirable.

Languages English is the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
