This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

The Pacific Subregional Office is located in Suva, Fiji. PSRO also provides direct technical, programmatic and operational support to country offices in 8 Pacific Island countries. These country offices have approximately 3 staff. The UN Volunteer would work under the direct supervision of the Transformative Agenda International Programme Coordinator and is close cooperation with the Transformative Agenda team, PSRO Technical Advisers, Assistant Representatives, Programme and Operations Staff as well as country office staff.

UNFPA Pacific Subregional Office is transitioning from the Sixth Pacific Sub-Regional Programme (SRP) (2018-2022) to the Multi-Country Programme Document (2023-2027). These documents are the overarching guiding programme document for UNFPA Pacific Subregional Office.

As key component to support the objective of ending unmet need for family planning, UNFPA Pacific Subregional Office is implementing the “ Transformative Agenda for Women, Adolescents and Youth in the Pacific: Towards Zero Unmet Need for Family Planning” programme funded by the Government of Australia. The AUD$30 million programme supports six countries: Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu and is being implemented from August 2018-June 2022. A second phase of the programme will commence development in the second half of 2022.

With support from 20+ government and non-governmental partners at both the national and regional level, the programme focuses on three main outcomes: 1. Increased and improved supply of integrated sexual and reproductive health (SRH) infor-mation and services, particularly for family planning 2. Increased demand for integrated SRH information and services, particularly for family planning 3. More conducive and supportive environment for people to access and benefit from quality SRH, especially contraceptive choice

The UNV Programme Analyst will work closely with the International Programme Coordinator and Transformative Agenda core team to support all team members in ensuring that results of the Transformative Agenda programme are achieved. The UNV Programme Analyst will 1. Contribute technically to the development of programme strategies for the implementation of the Multi-Country Programme Document (2023-2027) and the Transformative Agenda Programme 2. Provide substantive technical support to the implementation and management of the Transformative Agenda 3. Provide technical inputs to the monitoring and reporting of the Transformative Agenda programme 4. Provide substantive inputs to advocacy, knowledge building and communication efforts

Under the direct supervision of Kathleen Taylor, International Programme Coordinator Transformative Agenda, the UN Volunteer will undertake the following tasks: 1. Contribute technically to the development of programme strategies for the implementa-tion of the Pacific Multi-country Programme 7 (2023-2027) and the Transformative Agenda Programme • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives to support implementation of the MCPD7 and Transformative Agenda • Identify areas for support and intervention related to the programme;

  1. Provide substantive technical support to the implementation and management of the Transformative Agenda • Provide technical inputs to the annual work plan and budget development processes with PSRO and partners; • Support the implementation of TA programme activities; • Support review, coordination and monitoring the submission of implementing partner fi-nancial and narrative reports;

  2. Provide technical inputs to the monitoring and reporting of the Transformative Agenda programme • Support monitoring regional and country level implementation and implementing partner performance and tracking progress to assess impact and compliance with results-based performance indicators and to help assess future programme orientation; • Support programme and budget monitoring, evaluation. • Support preparations and notetaking for biannual Steering Committee meetings, Regional Planning meeting and other relevant regional meetings • Support TA Midterm review process • Provide substantive inputs to the preparation of donor and UNFPA reports.

  3. Provide substantive inputs to advocacy, knowledge building and communication efforts • Contribute to the development of technical and strategic position papers, presentations, advisory and briefing notes, as needed; • Identify relevant lessons learnt and participate in their dissemination between countries in the region, as appropriate; • Provide substantive inputs to the development of relevant advocacy and communica-tion/information materials at the regional and national level for the Transformative Agenda

Suva is a capital of Fiji, and a regional hub for the Pacific where many UN agencies, embassies and international organizations are located. The city is of relatively small size and easy to get around by taxis. Fiji weather is distinctly tropical and can get hot in the summer but seldom reaches above 35°C (96°F). Trade winds from the east southeast bring cooling breezes late afternoon and early evening. There is considerable rain in Suva.

One to two-bedroom apartments and houses are available in the city centre with hot water and electricity, and many come partially or fully furnished. While most of goods and food items are easily available, the price of imported items can be expensive including home appliances. There is one international school that caters to expatriate children as well as several options for early childhood education institutions. There is reliable, basic health care. However, for surgeries and medical complications, many people choose go to Australia and New Zealand as the closest destination.

The city of Suva is generally safe and secure, as long as precautions are exercised.

Spouses of UN international staff members are not allowed to work.
