The Programme Analyst will contribute to the Cities Alliance Global Programme on Gender Equality and Women’s Empowerment (the Programme). Cities Alliance Global Programmes generate new knowledge and promote analytical and collaborative approaches to tackle key urban issues and to improve urban practices and policies. They serve as a local, national, and international coordination platform, knowledge hub and think tank for advocating new approaches. The Global Programme on Gender Equality and Women’s Empowerment aims at increasing girl’s and women’s engagement in urban development and governance. The objectives of the Programme are to: i) Increase the gender responsiveness of local municipal authorities, ii) Increase women’s leadership at the local level, iii) Foster gender responsiveness in urban planning and development, iv) Increase Cities Alliance’ visibility as a premier global partnership promoting gender equality in cities.

The Programme has three components: a series of international dialogues and workshops aimed at raising awareness of gender-based inequalities in urban areas and highlighting how cities can take action; a series of specific actions on inclusive planning and public spaces, women leadership at local level and gender sensitive municipal budget in Tunisia; and the mainstreaming a gender equality perspective in CA’s corporate accountability processes and programming.

Under the guidance and supervision of the Programme Manager, the Programme Analyst will perform a broad range of research, analytical and logistical support functions to strengthen the operational capacity of the programme to deliver high quality activities and outputs that promote gender equality in urban development. S/he will contribute to effective and efficient teamwork and team results that are delivered on time, within budget and to high quality standards.

Functional Responsibilities

  • Conduct research and analysis according to thematic and programmatic priorities to support programme implementation.
  • Support the Programme Manager in the preparation of project proposals, project concept notes, project appraisal documents, grant proposal and budgets.
  • Liaise with grantees as part of monitoring grant funded projects/programmes.
  • Support the Programme Manager in the overall monitoring and evaluation system of the programme in line with the Cities Alliance Results Framework and donor requirements.
  • Contribute to, and participate in, missions in the field and to international events. Draft mission preparation and monitoring documents.
  • Draft analytical and good practice briefs, and communication materials related to projects/programmes.
  • Support the team’s efforts with the implementation of communication and dissemination strategies.
  • Assist the Programme Manager with the organization of events, and the preparation of documentation required for the procurement of firms and recruitment of individual consultants.
  • Update project information and documentation in Cities Alliance information management systems, ensuring all records are accurate and complete.
  • Provide technical support to Programme Manager with the preparation of programme reports for members and donors and internal project management reporting (weekly/month/quarterly).
  • Support the Programme Manager in the gathering, monitoring and assurance of relevant project management information.

Education/Experience/Language requirements

Education
