Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments to gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In line with the United Nations Sustainable Development Cooperation Framework (2023-2027), and the UN Women Nepal’s current Strategic Note (SN) 2023-2027, UN Women Nepal has identified “Environmental Sustainability, Climate and Disaster Resilience” as one its key priorities highlighted in Outcome 1.3 that “By 2027, more people, especially women, youth, children, and the most marginalized and poor, increasingly benefit from and contribute to building an inclusive, sustainable, climate-resilient, and green society and reduced impacts of disasters at federal, provincial, and local levels”.

Reporting to the Programme Specialist, the Programme Analyst will oversee the management of DRR and Climate Change programmes, provide capacity building to Nepal Country Offices (CO) and programme team, partners; establish and strengthen partnerships, and develop relevant knowledge products on climate change.

Duties and Responsibilities

Manage disaster risk reduction (DRR) and climate change programme

  • Support in Programme Development and Management of Gender responsive and Inclusive Climate Smart village
  • Design, implement and adjust partnership strategy and ensure coordination with national authorities, policy agendas and CSO partners;
  • Responsible for day-to-day management, administration and decision-making of thematic projects;
  • Oversees strategic planning process for the project and ensures its implementation in accordance with the signed project document;
  • Responsible for ensuring that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost;
  • Manage the realization of project outputs through activities;
  • Provide direction and guidance to project team(s)/ responsible party (ies);
  • Identifies partnership strategies regarding providers of specialized expertise and possible co-financiers and assists in resource mobilization for project components.
  • Identify and obtain any support and advice required for the management, planning and control of the project;
  • Provide direct supervision and guidance to the project administrative staff to ensure administration of the project is carried out effectively;
  • Supports the effective application of RBM tools and monitoring achievement of results;
  • Manage programme/projects appraisal and evaluation requirements.

Provide capacity building support on to Project partners

  • Provide technical and policy support on Inclusive and gender responsive DRR and Climate programmes; Gender responsive and Inclusive Climate Smart Village;
  • Provide capacity strengthening to the government, women’s group, UN partners on gender responsive, inclusive DRR and climate action;
  • Develop training curriculum, session notes on Gender responsive and Inclusive DRR and Climate action
  • Implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of DRR and Climate action programme.

Establish and strengthen strategic partnerships with key stakeholders from government, CSO (women’s network and groups) and UN partners

  • Build and maintain alliances and strategic partnerships for strengthening gender responsive and inclusive DRR and Climate action;
  • Strengthen partnership for climate smart village initiative of NCO

  • Build and maintain close liaisons with relevant government, UN agencies and other relevant actors , provide inputs to updates and briefs on country situation to be used by stakeholders, CO and HQ;

  • Develop strategy to engage Women’s group in DRR and climate action agenda.

Creation of relevant knowledge products

  • Develop knowledge products in gender responsive climate action, goods practices and learnings from Climate smart village initiatives.
  • Research and develop analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on DRR and Climate action;
  • Identify promising practices, technical expertise in Gender responsive and inclusive DRR and Climate action programme.

Manage the advocacy of gender and inclusive DRR and Climate Action including gender responsive climate smart village

  • Work closely with and provide advice to the government, Women’s group, private sectors and UN inter-agency group that influence national policies on Gender responsive and inclusive DRR and Climate action;
  • Participate and contribute inputs to the National Cluster system, regional cluster system;
  • Coordinate specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups;
  • Advocate for the engagement and participation of local organizations and civil society networks in climate change and DRR networks, coordination mechanisms.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in human rights, gender and DRR, gender and climate change, international relations, international development, international law or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in designing and managing DRR, Climate change programmes, with a particular focus on gender, inclusion and protection;
  • Technical experience in strengthening gender and inclusion in DRR, Climate action programme
  • Experience in policy analysis and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations (women’s group);
  • Experience working with the UN is an asset; and
  • Experience working in the climate smart village initiative and similar is an asset

Language Requirements:

  • Fluency in English and Nepali is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
