Org. Setting and Reporting

The post is located in the Information Management and Analysis Sub-Unit, Purchase and Transportation Section, Central Support Services, Division of Administration, United Nations Office at Geneva. The incumbent reports to the Senior Programme Analyst Assistant.

Responsibilities

Under the supervision of the Senior Programme Analyst Assistant, the incumbent contributes to the effective operation of the Information Management and Analysis Sub-Unit, and he/she is responsible for the following duties:

REPORTING, MONITORING AND ANALYSIS OF CSS PROGRAMME OF WORK - Provides assistance in support of developing functionality to report on, monitor and analyze the complete Central Support Services (CSS) programme of work each month. This includes developing and maintaining a web-based central repository (CSS Dashboard) of underlying data for all CSS workload statistics (28), performance indicators (9) and operational indicators (9) across all 6 CSS services areas. - Serves as Focal Point for coordinating, monitoring and expediting implementation activities regarding the CSS dashboard including: liaising extensively with CSS Units and Financial Resources Management Service (FRMS) to initiate requests, preparing standard terms of reference against objectives, obtaining necessary clearances and resolving issues related to project implementation. - Establishes internal databases as required including setting up files and storing and managing data and information. - Designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. - Uses BI (as Power User) to ensure that Umoja reports are developed for all workload statistics stored in Umoja and that staff are trained on how to access them. Stays up to date on all emerging BI functionality, including attending trainings, and updates and revises reports as required - Provides suggestions for further refinements and enhancements to the CSS Dashboard. - Contributes to the training plan to ensure all required CSS staff are trained to use the Dashboard to upload statistics and create reports. - Participates in monitoring the CSS Dashboard each month and liaising with all Section and Unit Chiefs to ensure their service areas have input their data on time and correctly. - Assists in ensuring FRMS staff are trained on CSS Dashboard and are able to download/report on CSS data as required. - Participates in monitoring all operational and performance indicators (those indicators where CSS has agreed to perform a service within a certain timeframe) and contributes to informing management via reports whenever a service area is underperforming or potential bottlenecks are identified so that immediate action can be taken. - Provides support in researching, compiling, analyzing, summarizing and presenting basic information/data on the CSS programme of work or other projects and related topics, highlights noteworthy issues/trends. - Project managing all stages (needs assessment, project formulation, implementation, evaluation) of any new projects related to the monitoring of, reporting on and analysis of the CSS programme of work. - Assists with providing data, reports and analysis as required for all other CSS requests over the course of the year (both planned and unplanned). These include annual and semi-annual audits, preparing annual data for the CSS intranet and UNOG websites, ad hoc requests from Permanent Missions and annual Procurement and Travel statistics for UN publications.

BUSINESS PROCESS SUPPORT RESPONSIBILITIES - As required, meeting with Section and Unit Chiefs to perform a needs assessment interview with their teams and interfacing between CSS and Information and Communication Technology Service (ICTS) for the development of, and if relevant, the security-related measures for CSS-specific applications. - Prepares written analysis of needs assessment interviews and drafts detailed reports for submission to ICTS or other technical audiences as required. - Project managing all stages (needs assessment, project formulation, implementation, evaluation) of new application development to ensure final product meets needs of the end users. - If ICTS does not have the resources to develop required new applications, then develops new applications following ITCS approval of the planned work and ICTS vetting of the security. - Provides support, assistance, training, documentation and enhancements for newly developed ITCS applications. - Provides support, assistance, training, documentation and enhancements for applications previously developed and still in use by CSS. Previously developed applications include: PCU Portal (Shopping Cart Tracking System, Contract Tracking System, RFx Builder, eNotes to the File); MailTrace; Visual Planning; Mailops; Gift Manager; CSS Intranet; e-Work Order; e-AssetManagement; Acquisition Planning; Procurement Tentative Planning; Overtime Requests and UNOG Transport / Diplomatic Privileges database. - Provides support, assistance, training and documentation for applications previously developed by the UN and still in use at CSS (.e.g., SQLP and Intend). - Prepares documentation, guidelines and user manuals. - Provides basic support for UniteDocs.

OTHER RESPONSIBILITIES– including Umoja-specific activities - Manages Umoja user roles and accesses. - Participates in activities related to being an Umoja Super User. - Participates in activities related to being an Umoja BI Power User. - Performs any other tasks as assigned to ensure the efficient functioning of the Information Management and Analysis Sub-unit and the effective reporting on, monitoring of and analysis of the CSS programme of work.

Work Experience

A minimum of seven (7) years of experience in research, administration or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree or higher.

At least three (3) years of experience in data management, analysis and reporting in an international organization is required.

Experience using Enterprise Resource Planning (ERP) system such as Umoja or similar is required.

Experience in SAP and BI module in Umoja or similar is desirable.

Experience in software or application development is desirable.

Experience with UN financial and administrative procedures is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English or French and knowledge of the other is required. Knowledge of another UN language is disirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
