Job Description

Job Overview: The Virtual Uniting for Ukraine Support Line project is designed to provide resources and referrals to programs and services for recently arrived Ukrainian humanitarian parolees. Through a partner agreement, Loyal Source will operate a call center to support Ukrainian humanitarian parolees in need of information and referrals, and work with the IRC to ensure protocols are consistently up-to-date and reflective of any changes to Ukrainian humanitarian parolees’ eligibility for benefits and immigration status.

The International Rescue Committee is seeking a Program Officer for the Virtual Uniting for Ukraine Support Line pilot project. The Program Officer, VUUSL serves as the subject matter expert to the Loyal Source on client services and supports the call center/navigator staff in their implementation of resources and referral services. With an eye toward shifting needs, services and eligibilities of Ukrainian humanitarian parolees, the Program Officer, VUUSL, maintains up to date resources on services and guidelines to support Loyal Source virtual navigators to achieve programmatic objectives through high quality communication, technical assistance, and monitoring support. The Program Officer, VUUSL reports to the Director, Virtual Afghan Placement and Assistance (VAPA).

Major Responsibilities:

- Support the overall program implementation of the IRC’s VUUSL pilot project. In concert with the Director, VAPA, develop standard operating procedures on service provision. - Provide VUUSL program technical assistance and training to Loyal Source virtual navigators to maintain proper knowledge of current policies for Ukrainian humanitarian parolees. - Conduct ongoing analysis of program activities and provide continuing trainings and education responding to any challenges or themes. - Support Navigator staff in process and procedure for clients including but not limited to intake process, referrals for legal aid, resource sharing and referrals for other programs clients are eligible for, researching and vetting potentially new partnerships and resources. - Monitor and evaluate VUUSL service implementation. Develop monitoring procedures which will include interviews with staff and clients. Issue monitoring reports in a timely manner and engage local office staff in continuous improvement to service delivery. - Draft narrative and quantitative reports requested by the funder. - Other duties as assigned.

Job Requirements: Successful candidates must possess working knowledge of resettlement programming and social service delivery. This position requires a diverse skill set including training, monitoring and evaluation, report writing, database and data analysis skills as well as diplomacy and strong communication skills.

Preferred experience & skills:

- Bachelor’s degree required, Master’s degree in Social Work, International Affairs, or related field a plus - Minimum of 5 years of progressive non-profit experience providing training and technical assistance for service providers working with refugees, immigrants, asylum-seekers

- Familiarity with the United States Refugee Admissions Program (USRAP) is a plus - Ability to work independently and as a team member in a diverse, fast-paced environment - Strong critical thinking, research, and analytical skills - Excellent oral and written communication skills - Solid training, presentation and team building skills - Prior experience in ESL/civics teaching/citizenship programming desirable - Highly proficient in Microsoft applications and internet - Fluency in English, written and spoken - Ukrainian language skills are a plus - Strong organizational and time-management skills; proven ability to prioritize and deliver on time - Demonstrated ability to work effectively with stakeholders at all levels - Ability to manage and work through change in a proactive and positive manner
