Job Overview/Summary: The International Rescue Committee is seeking a Program Officer, Monitoring and Evaluation (M&E) for an Office of Refugee Resettlement (ORR) program, Switchboard. Switchboard is a one-stop resource hub for refugee service providers in the United States. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Program Officer, M&E will be responsible for maintaining and updating the project M&E plan, conducting ongoing M&E, coordinating needs assessments and evaluations, supporting training and technical assistance on M&E topics, and providing M&E support to the Research, Analysis, and Learning Team. This staff person may be located anywhere in the United States.

Major Responsibilities:

Ongoing Project M&E

· Lead tracking of all project outputs, outcomes and objectives against targets.

· Ensure consistent use of data collection tools by staff and SMEs; monitor data quality and follow-up on issues identified.

· Facilitate biweekly data analysis and action planning meetings to ensure project is on track.

· Ensure all internal M&E activities, including subawardee M&E activities, are consistent with the requirements of Switchboard’s cooperative agreement

· Lead monthly and semi-annual report development in collaboration with Switchboard project staff.

· Compile project data for annual proposals and other materials.

· As needed, maintain project database to support efficient, accurate data management, reporting, and data analysis.

· Alert Deputy Director to any necessary changes to M&E plan or tools in a timely manner.

Needs Assessment and Evaluation

· Design and implement annual needs assessments, in cooperation with key project staff and SMEs.

· Manage annual evaluation in coordination with key project staff and SMEs.

· Lead analysis and interpretation of needs assessment and evaluation results.

M&E Training and Technical Assistance

· With Director for Design, Monitoring and Evaluation, develop M&E learning resources in accordance with workplan and in collaboration with SMEs.

· Coordinate M&E Community of Practice.

· With Director for Design, Monitoring and Evaluation, develop and deliver M&E learning opportunities including webinars, certificate courses, e-learning modules, etc.

· Support Director for Design, Monitoring, and Evaluation, with responses to ongoing TA requests related to M&E topics.

Additional M&E Support

· Support the Research, Analysis, and Learning (RAL) team with RAI M&E priorities.

Other tasks as assigned.

Job Requirements:

· Bachelor’s Degree (or equivalent experience)

· Minimum of 4 years of monitoring and evaluation (M&E) work

· Demonstrated commitment to data-driven programming

· Demonstrated experience developing logframes; developing and/or implementing M&E systems; developing surveys and other data collection tools; analyzing and visualizing data; and reporting.

· Demonstrated experience using Microsoft Excel.

· Demonstrated experience in utilizing webinar/virtual meeting platforms such as Zoom and/or Microsoft Teams.

Preferred Experience and Skills:

· Master’s Degree (or equivalent experience)

· Demonstrated experience providing technical assistance, capacity-building, and/or training related to monitoring and evaluation

· Demonstrated experience with M&E in the context of ORR-funded refugee resettlement and integration programs

· Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback data into project implementation

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
