The International Monetary Fund’s Regional Office for Asia and the Pacific (OAP) in Tokyo is looking for a colleague to support the management of the Japan-IMF Scholarship Program for Asia (JISPA) administered by the office. Incumbent will be part of our small but capable JISPA team managing the program’s operations and will work under the guidance of JISPA manager and senior program coordinator. Selected candidate will also have an opportunity to contribute to OAP’s work in other streams as workload permits. Given the nature of the work and size of our team, we would like to recruit an energetic and motivated team player with excellent interpersonal skills. This position will also offer a personal development and future promotion opportunity for aspiring candidates who are at their early stage of their career and would like to contribute to capacity development efforts in the region. Main duties and responsibilities

1. Liaising with faculty and staff at universities on program development and implementa­tion, including especially budgeting and logistics, and if needed on issues related to program direction and curriculum building.

2. Evaluating and adjusting program budgets and proposals and submitting them for approval to the Japanese Ministry of Finance as well as progress reports (in English) regarding the state of the programs. Keeping track of and ensuring timeliness of all monetary transactions related to the scholarship programs.

3. Developing a more effective system of publicizing the scholarship programs to prospective applicants in the target countries.

4. Ensuring the smooth selection process of scholars. Processing all incoming applications, screening applications to eliminate disqualified ones for consideration, forwarding applications to partnership universities for evaluation, arranging and conducting online tests, facilitating between universities to ensure a cooperative evaluation process, and keeping record of the selection process. Notifying all applicants and other interested parties of the final results.

5. Organizing seminars, orientation course, events for the scholars as well as arranging the timely arrival and repatriation of scholars; developing and maintaining alumni databases; developing and organizing the effective monitoring system of the JISPA.

Qualifications

Necessary qualifications include the following: a bachelor’s degree; excellent spoken and written English and Japanese with the effective verbal and communication skills; proficiency with database management and software programs including Microsoft Office (Word, Excel, PowerPoint, Access and Teams); accuracy and attention to details; ability to work in a team as well as independently and to multiple-tasks under pressure. Versatility and openness to learn new skills are a must.

Salary and benefits would be set with reference to the Japanese domestic market.

Contract Period

The position would be available from as early as April 2024. After successful completion of an initial period of one year, a fixed term contract of two years may be offered. The contract is renewable depending on the performance.
