Description of Organization: This position is located in the Bureau for Europe and Eurasia, Office of the Assistant Administrator (AA/E&E) and reports to the Deputy Assistant Administrator. USAID, through its E&E Bureau is assisting the former communist countries of Europe and Eurasia l to become more self-reliant, democratic, prosperous, and more resilient against malign influence. E&E is the focal point for USAID support to Ukraine in its response to Russia’s illegal invasion, including direct budget support, and the significant Congressional scrutiny and oversight of assistance. In addition, the Bureau supports programming in Greenland, Ireland and is deepening its support for Central European countries dealing with foreign malign influence.

Description of Position: The incumbent designs, develops, and recommends congressional outreach efforts for E&E, bearing in mind the high profile of USAID assistance to Ukraine and the need for accountability of taxpayer resources; leads preparation for and participates in congressional hearings, briefings, and other engagements, in coordination with the Bureau for Legislative and Public Affairs (LPA); provides expert advice to the E&E/FO and offices of the E&E Bureau on congressional interactions, including the compilation of background information; tracks issues in Congress that impact USAID, foreign assistance and the work of the E&E Bureau, particularly the budget process; advises on recommended approaches to congressional inquiries, and coordinates and facilitates responses; drafts congressional testimony and responses to potential questions; and assists senior E&E leadership in preparation for hearings.

The incumbent regularly follows legislative and congressional activity and analyzes the effects on Europe and Eurasia and USAID programming, and prepares input on behalf of E&E. The incumbent tracks and collaborates with LPA, GC, State, and E&E/PO colleagues on the congressional appropriations process as needed; prepares responses to legislative requirements; and tracks and prepares reports on the status of legislation and congressional activity. The incumbent drafts and oversees the preparation and clearance of speeches, testimony, talking points, media responses and answers to congressional inquiries. The incumbent also provides briefing material for engagements with Congress.

This incumbent is responsible for managing E&E’s congressional communications on the priority issue of assistance to Ukraine, which will form a significant portion of the portfolio. Work will include cooperation with LPA, E&E’s Country Affairs Office, its Program Office, its Technical Office, and E&E Front Office to prepare principals for high-profile meetings with congressional offices and committees, as well as facilitation of a steady stream of written responses and products to inform congressional stakeholders.

The position is telework eligible.

Qualifications:

  • Must be a U.S. citizen.
  • You must have one year of specialized experience equivalent to the next lower grade level (FS-04) of this position. Specialized experience includes:
    • Possess work experience in legislative affairs, especially as it relates to International Development.
    • Must demonstrate strong writing and organization skills.
  • Must be able to obtain and maintain a Secret security clearance.
