PURPOSE OF POSITION:

World Vision International, Central African Republic (WV CAR) is seeking a qualified and highly motivated individual to support the design and development of the office’s portfolio for humanitarian and development needs. Under the direction of the Grant Acquistions Manager, the Program Officer will lead assigned project design and proposal development opportunities. They will be furthermore responsible for supporting the management of the project, including compliance with WVI and donor regulations. As the key point of contact with donors for their project, they will be required to build and maintain strong working relationships with donors. They will be expected to collaborate constructively with all other office departments and stakeholders.

MAJOR RESPONSIBILITIES:

Program Design and Proposal development

  • In coordination w/ GAM Manager, facilitate and support the proposal development and submission process.
  • Co-facilitate design workshops or meetings as required and collectively plan new project designs with sector leads.
  • Facilitate the WV internal processes regarding proposals such as GNG.
  • Strong proficiency in both English and French to write proposals and concept notes for various donors.
  • Engage with Support Offices (SO) in discussions on match-funding, among others.
  • Do a final check to ensure consistency in and across all proposal documents before submission.
  • Facilitate design workshop in coordination with the GAM Manager.
  • Work with program teams and sectorial leads to meet and preposition with donors as relevant.
  • Work with various internal and external stakeholders to keep apprised of the context, needs, clusters, actors, and donors related to relief, recovery and development in CAR and the region.
  • High-quality proposals aligned to donor requirements, WV CAR strategy, and field needs.
  • Timely submission of all proposals developed.
  • Match funding for all new proposals if required.

Program Management

  • Guide relevant staff on donor and grant compliance requirements as per the signed Grant Agreements for timely submission.
  • Coordinate with MEAL and project leads to ensure monitoring and evaluation obligations are understood and implemented.
  • Facilitate start-up workshops for new projects to ensure project staff have all the required documentation and tools for reporting and record keeping.
  • Guide project leads or sector managers in the reporting requirements and templates.
  • Review all reports for quality in terms of consistency, clarity and content.
  • Review all monitoring and evaluation learnings and support integration of those lessons back into projects.
  • Work closely with partners and WV teams to ensure timely and quality reports.
  • Populate and maintain relevant project information and archives in the various key Partnership, Regional and Field Office information/knowledge management databases/platforms and tools/trackers.
  • Community engagement capacity.
  • Shared understanding of program and donor requirements across all stakeholders.
  • Timely submission of quality reports and other donor and grant compliance requirements as per the grant agreement.
  • Good visibility of program implementation (progress and quality) and ability to guide and influence any changes required
  • Healthy donor and SO relationships

External Engagement

  • Guide Communications in developing materials that can be utilised for donor engagement as well as prepositioning.
  • Engage in meetings with stakeholders such as donors for purposes of prepositioning and lobbying for funding.
  • Participate in cluster meetings together with the Technical Advisors.
  • Be a focal point for communication to partners, Support Offices as well as donors.
  • Ensure timely sharing of updates with Support Offices and other external partners.
  • Represent the organization in different meetings.
  • Functional external engagement plan in place.
  • Comms materials developed for prepositioning.
  • Timely and transparent communication to SOs and donors.

Partnerships

  • Support the GAM in developing and facilitating the partnership acquisition and management plan.
  • Support the GAM in liaising with and building capacity on partnership agreement requirements for various WV departments.
  • Forming strategic partnerships based on donor landscape with donors such as the UN, USG, EU, etc.
  • Participating in the review and editing of all WV’s MoUs with implementing partners.
  • Contribute to the establishment of a database of prequalified partners.
  • Lead/facilitate the Organisational Capacity Assessments working closely with other departments.
  • Follow up with relevant departments on capacity gaps identified and develop a capacity building plan.
  • A partnership acquisition and management plan.
  • A partner capacity building plan in place
  • A data base of prequalified partners in various sectors and locations.

REQUIREMENTS:

  • Experience in large scale humanitarian emergencies
  • Experience in building strategic partnerships
  • Writing proposals and Concept Notes
  • Experience in grants acquisition and management
  • Computer literacy with a high degree of proficiency and productivity
  • University bachelor's degree in community development work, preferably sociology, international or political studies, humanitarian law, public health, and population studies
  • Master's degree in above-related fields is preferred.
  • HEAT certificate an added advantage
  • A high level of diplomacy and networking skills is required.
  • Self-starter who can work independently under pressure.
  • Completed a recognized personal security course in the past 3 years
  • Ability to travel across the border regularly for training assessment, regular monitoring, and evaluation
  • Understanding international standards including SPHERE, emergency management, security awareness, etc.
  • Strong capacity-building and facilitation skills
