Agency: U.S. Agency for International Development (USAID) Organization: Bureau for Global Health (GH) Location of Position: Washington, DC Telework/Remote Eligibility: Routine telework. Description of Organization: The Bureau for Legislative and Public Affairs (LPA) is responsible for managing USAID's overall coordination of legislative and public affairs matters for the Agency. LPA’s Office of Legislative Affairs (LPA/LEG) maintains continuous and close liaison with members of Congress, personal, and committee staff to proactively inform them about USAID programs and policies. This position will support LPA/LEG with its work involving GH. GH supports health programs in partner countries, advances research and innovation in areas relevant to overall Agency health objectives, and transfers new technologies through its own programmatic work, coordination with other donors, and a portfolio of grants.

Duties and Responsibilities: The incumbent will serve as the GH Congressional Liaison Officer (CLO). The CLO negotiates USAID legislative issues with members of Congress, committees, and staff. The incumbent coordinates the preparation of testimony for Congressional legislative hearings in consultation with Bureau and Office colleagues as primary points of contact with relevant interagency and Congressional offices.

As the Congressional Liaison Officer, you will:

  • Develop and recommend Congressional outreach efforts to promote USAID’s Mission, as appropriate;
  • Respond to Congressional inquiries on issues of a general or policy nature, requiring familiarity with the Administrator and the Assistant Administrator of LPA (AA/LPA) positions; and
  • Attend hearings and prepare written reports identifying, analyzing, and summarizing key issues.

Specialized Experience: For the Program Officer (Congressional Advisor), FL-0343-02, you must possess one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as:

  • Providing guidance, defending proposals, and engaging Congress on legislative initiatives;
  • Coordinating testimony, briefing materials, and written and/or oral communications relating to the development of legislative initiatives to Congress; and
  • Applying theories and principles of U.S. foreign policy as they relate to the legislative process.

Knowledge, Skills, and Abilities:

  • Ability to exercise tact and discretion in all interactions with Congressional staff and members;
  • Ability to coordinate the preparation of testimony for Congressional hearings;
  • Knowledge of Congressional/Legislative position on issues impacting global health programs; and
  • Knowledge of established policies and procedures in the planning, coordination, and implementation of programs and activities for understanding and representing Congressional relations.

Conditions of Employment:

  • Must be a U.S. citizen;
  • Must be eligible to obtain and maintain a Secret security clearance; and
  • Must have a Bachelor’s Degree (BA or BS), Master’s Degree (MA), or Doctorate Degree (PhD) with the following years of work experience:
    • BA/BS: nine years of work experience,
    • MA: seven years of work experience, or
    • PhD: six years of work experience.
