You have:
- Minimum 2 years of experience in grant writing, donor engagement, or programme support
- Bachelor’s degree in international development, social sciences, public administration, communications, or related field
- Strong writing, communication, research, and analytical skills
- Familiarity with international development and humanitarian contexts
- Experience working with NGOs or donor-funded projects is an asset
- Proficiency in Microsoft Office and data management tools
- Good written English, with good command of spoken Tetum and English

Resource Development Strategic Business Plan & Resource Targeting
- Contribute to the development and review of the resource development strategic business plan aligned with the National Office strategy.
- Support mapping of internal funding needs, gaps, and capabilities.
- Assist in identifying priority donors and funding cycles.
Positioning
- Engage in strategic networks, donor forums, and related partnerships to enhance WVTL’s visibility and credibility.
- Support gathering of intelligence on upcoming opportunities.
- Map competitors and donor priorities.
- Develop intent to partner with key organisations. And support assessment of local partners
- Support donor and WV Support Office engagement relating to resource development.
Opportunity Review
- Conduct initial assessments of funding opportunities.
- Support Go/No-Go decision-making through research and documentation.
- Track donor priorities and eligibility criteria.
- Support in confirming necessary partnerships for proposal development
Proposal Development
- Coordinate inputs from technical and field teams.
- Draft and format concept notes and proposals.
- Ensure concept notes and proposals alignment with donor requirements and internal standards.
- Coordinate partner inputs.
- Support planning and/or organising of new project design workshops.
Award Negotiation
- Support revisions based on donor feedback.
- Assist with preauthorization processes.
- Help prepare documentation for award signing.
- Notify internal and external stakeholders.
Project start-up
- Help organise start-up meetings and clarify roles.
- Contribute to project launch planning.
- Support initial fund flow coordination.
- Complete the project handover checklist and creation of new project profiles
- Set up centralised repository for new project documentation
Capacity Building and Learning
- Participate in internal training and capacity building activities related to resource development (e.g. Proposal Pro).
- Support knowledge sharing across teams on donor requirements and resource development processes.
- Contribute to the development of internal tools and templates for grant acquisition and management.
Required Professional Experience
- Minimum 2 years of experience in grant writing, donor engagement, or programme support
Required Education, training, license, registration, and certification
- Bachelor’s degree in international development, social sciences, public administration, communications, or related field.
- Strong writing, communication, research, and analytical skills.
- Familiarity with international development and humanitarian contexts.
- Experience working with NGOs or donor-funded projects is an asset.
- Proficiency in Microsoft Office and data management tools.
