Following creation of the Universal Health Coverage/Life Course (ULC) Cluster in October 2019, seven units were proposed to form the technical teams of the new cluster. These were a combination and re-organization of two teams, from the previous Family and Reproductive Health Cluster (Child and Adolescent Health and Reproductive and Maternal Health) and five teams from the previous Health Systems and Services (Health Workforce, Medicines Supply Health Infrastructure Equipment Maintenance including Health Technologies Medicines and Traditional Medicine, Health Financing, Health Systems and Governance and Health Information).

The ULC cluster’s mission is to improve health and well-being of different populations at all ages by strengthening people-centred health systems. The cluster uses a life course approach to improve and increase access to quality essential health services by supporting countries to have adequate health policy and planning, robust health financing systems, skilled and motivated health workforce, required medicines and reliable information for monitoring progress toward Universal Health Coverage. The cluster contributes to four outcomes of the results of the WHO 13th Global Programme of Work and directly contributes to 12 outputs.

Each incumbent will provide support to one of the seven Team Leaders in managing, developing, coordinating and supervising cross-cutting and technical programmes and initiatives within the team. The incumbents will act in accordance with WHO policies, rules and regulations and within existing strategic frameworks in interactions with the relevant parts of the Organization as well as with external partners.

For this UNV Assignment, only female candidates from the African continent are eligible to apply as the assignment is part of African Women Health Champions Initiative, Regional Director's flagship initiative to diversify WHO workforce in terms of gender, age, geographical representation and language.

Within the delegated authority and under the supervision of the Assistant Regional Director or his/her designated mandated representative(s), the UN Volunteer Project Assistant will:

Under the direct supervision of the Team Leader and in coordination with the Directors’ Office, the incumbent supports the Team Leader in ensuring efficient and effective technical and managerial coordination: • Support the Team Leader to conduct mapping of intra and inter-cluster functions and information flows; • Support development and monitoring of workplan for strategy implementation using KPIs to assess progress and impact of program; • Support team to establish collaboration and communications mechanisms for both internal and external key program stakeholders such as committees for reviewing evidence and channels to disseminate knowledge; • Support development and implementation of framework for communication and collaboration with internal and external stakeholders (partners, donors, country offices, and staff) including but not limited to planning and facilitation of events and development of communications supports for team activities; • Ensure a close follow-up and monitoring of financial implementation of all funding allocated to the team; • Oversee the Team Leaders’ e-mail and other correspondence information flow: analyze information, identify priorities, initiate responses when appropriate, coordinate with internal/external parties to ensure requisite and timely follow up on actions, monitor progress, provide regular updates to the Team Leader; • Support the Team Leader in the preparation and review of technical documents, papers and reports as required; • Edit electronic and hard copy correspondence as well as managerial documentation prepared in English or French for Team Leaders’ signature, ensuring compliance with rules, regulations and procedures. Initiate responses, as appropriate; • Attend meetings with the Team Leader; whenever necessary, prepare minutes and ensure timely and efficient follow up on implementation of ensuing actions; • Execute any other duties as required by the Team Leader.

positions related to project/program management in the fields of health service delivery and/or public health including at least 1 years’ experience within an international context. Experience in strategy development, stakeholder engagement, program planning, project management and established skills in coordinating with senior leaders.

Desirable: Additional years of proven experience in responsible roles in the above mentioned areas of work

Other Skills (e.g. IT): Computer literate and ability to use relevant software and applications for word processing, presentations, scheduling, virtual meetings, etc.

The Republic of Congo is a low-middle income country, located in Central Africa sub-region.

The country shares boundaries with Gabon in the South-West, Cameroon and Central Republic Africa in the North and North East, the Democratic Republic of Congo in the East, Angola and Atlantic Ocean in the South.

Since 2014, the Republic of Congo is experiencing an economic downturn, affecting the economic growth (-5 per cent in 2017). Because of the persistent drop in the price of oil, this situation drove to the decline of the gross domestic product per capita, from $3,196 in 2013 to $1,658 in 2017. Nevertheless, the country is globally stable and safe in the main urban and rural areas.

Frequent disruptions are recorded in the electricity supply, particularly in Brazzaville (political capital) and Pointe-Noire (economic capital). The living cost is relatively affordable, but some concerns with the cost of decent housing should be noted. The population enjoys dressing in style and loves music both profane and religious.

According to United Nations security standards, life and travel in Brazzaville and in the other areas major are secure.

The Republic of Congo is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
