UNAIDS is leading the global effort to end AIDS as a public health threat by 2030 as part of the Sustainable Development Goals. Since it started operations in 1996, UNAIDS has led and inspired global, regional, national and local leadership, innovation and partnership to ultimately consign HIV to history.

UNAIDS places people living with HIV and people affected by the virus at the decision-making table and at the centre of designing, delivering and monitoring the AIDS response. It charts paths for countries and communities to get on the Fast-Track to ending AIDS and is a bold advocate for addressing the legal and policy barriers to the AIDS response.

UNAIDS provides the strategic direction, advocacy, coordination and technical support needed to catalyse and connect leadership from governments, the private sector and communities to deliver life-saving HIV services.

UNAIDS generates strategic information and analysis that increases the understanding of the state of the AIDS epidemic and progress made at the local, national, regional and global levels. It leads the world’s most extensive data collection on HIV epidemiology, programme coverage and finance and publishes the most authoritative and up-to-date information on the HIV epidemic—vital for an effective AIDS response.

UNAIDS ensures that global human rights standards and commitments translate into action and programmes at the country level by supporting stakeholders to build alliances within the Joint UNAIDS Programme and beyond and to respond effectively to human rights challenges in the context of the AIDS response

UNAIDS is a model for United Nations reform and is the only cosponsored Joint Programme in the United Nations system. It draws on the experience and expertise of 11 United Nations system Cosponsors and is the only United Nations entity with civil society represented on its governing body.

Community Led Responses, Human Rights and Gender

Community led responses to HIV are essential to ending the AIDS epidemic. Furthermore, People living with HIV, Key Populations and people at risk of HIV must enjoy human rights, equality and dignity, free of stigma and discrimination if we are to end AIDS. In addition, women and girls, men and boys, in all their diversity should be able to practice and promote gender-equitable social norms and gender equality, and work together to end gender-based violence and to mitigate the risk and impact of HIV.

The program officer will support the implementation and coordination of initiatives to achieve the above targets at UNAIDS.

Under the direct supervision of the Community Support Adviser at UCO Kenya, the Programme Officer will undertake the following tasks:

· Support implementation of structural interventions including Community-Led Responses, Human Rights, Gender, and Community Led Monitoring. · Support processes to develop and strengthen strategic partnerships and alliances for an expanded response in the country. · Support alliance-building with human rights and gender stakeholders to respond effectively to structural and human rights challenges in the context of the AIDS response · Support the active and meaningful engagement of community networks and CSOs in all their diversity – particularly those most affected and left behind such as PLHIV, KPs, AYPs, PWD · Support the inclusion of communities’ and CSO priorities in the Kenya-UN Joint Team on the HIV and AIDS platform. · Support documentation, generation of reports, communication briefs, and development of knowledge products for the community support function. · Planning, organization, and undertaking of relevant workshops, consultations, and meetings, including the procurement, facilitation, and reporting. · Participate in relevant meetings and help to document where necessary · Undertake any other task, as per direction of the supervisor.

Results/Expected Outputs

The Programme Officer (PO) is expected to provide programme support services ensuring high quality of work, accuracy, timely and properly recorded/documented delivery as per key deliverable areas under the community Support function.

The Programme Officer also works in close collaboration with the Secretariat Team (UNAIDS) and exchange information and support programme delivery. The PO is further expected to work in close collaboration with relevant government departments such as NSDCC, NASCOP, CSOs, Community Networks in their diversity, and other partners to support the national response to HIV in the areas assigned. Outputs include

· Structural interventions including Community-Led Responses, Human Rights, Gender, and Community Led Monitoring are effectively implemented · Strategic partnerships and alliances are developed and strengthened for an expanded response in the country · Community networks and civil society organizations – particularly those most affected and left behind such as PLHIV,KPs, AYPs, PWD are actively and meaningfully engaged. · Strong alliances are built with human rights and gender stakeholders to respond effectively to structural and human rights challenges in the context of the AIDS response. · Communities’ and CSO priorities are strategically positioned in the Kenya-UN Joint Team on HIV and AIDS platform. · Well-planned and organized workshops, consultations, and meetings, and reports · Reports, communication briefs, and knowledge products developed. · Progress reports of UCO community support-related interventions developed · Open final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed

working with Civil society Organizations (CSOs) and Community Networks in all their diversity including People living with HIV (PLHIV), Key Populations (KPs) , Adolescents and Young People (AYP), human rights and justice organizations, organizations working on sexual and reproductive rights (SRHR) and sexual and Gender-Based Violence SGBV), Faith Based organizations, unions and coalitions.

· Sound understanding of the Kenyan HIV response with more attention on intersecting structural and social factors and enablers. · Relevant experience in working with related government departments ( NSDCC, NASCOP, State Department of Gender and Affirmative Action), Justice and Law related government institutions. · Proven working experience in project management, coordination and partnership building · Proven ability to multi-task across various planning and implementation processes within a highly demanding and complex environment · Experience in report writing, proposal development and resource mobilization · Certificate or demonstrated experience in using basic computer software packages, such as Microsoft Word, Excel, and Power Point · Must possess strong problem resolution skills, critical thinking, and interpersonal skills to help identify and resolve issues · Solid organizational skills including attention to details.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethi-opia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; Na-tional Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
