Job Overview/Summary: The International Rescue Committee is seeking a Program Manager, Monitoring and Evaluation (M&E) for an Office of Refugee Resettlement (ORR) program, Switchboard. Switchboard is a one-stop resource hub for refugee service providers in the United States. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Program Manager, M&E will be responsible for supporting implementation of the project M&E plan, conducting ongoing M&E, and supporting needs assessments and evaluations. This staff person may be located anywhere in the United States.

Major Responsibilities:

· Support tracking of all Switchboard outputs, outcomes and objectives against targets.

· Support biweekly data analysis and action planning meetings to ensure project is on track.

· Support monthly and semi-annual report development in collaboration with Switchboard project staff.

· As needed, maintain project database to support efficient, accurate data management, reporting, and data analysis.

· Support annual needs assessments, evaluations, and proposals in cooperation with M&E team, key project staff, and SMEs.

· Support analysis and interpretation of needs assessment and evaluation results.

· Support Switchboard’s M&E Community of Practice.

· As needed, support the Research, Analysis, and Learning (RAL) team with RAI M&E priorities.

Job Requirements:

· Bachelor’s Degree (or equivalent experience)

· Minimum of 2 years of monitoring and evaluation (M&E) work

· Demonstrated commitment to data-driven programming

· Demonstrated experience implementing M&E systems; collecting data using surveys and other data collection tools; analyzing and visualizing data; and reporting.

· Demonstrated experience using Microsoft Excel.

· Demonstrated experience using webinar/virtual meeting platforms such as Zoom and/or Microsoft Teams.

Preferred Experience and Skills:

· Demonstrated experience with M&E in the context of ORR-funded refugee resettlement and integration programs

· Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback data into project implementation

This position is contingent on receipt of grant funding.

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part-time remote employees may be required to share workspace.
