- Ability to establish a conducive environment in training and training related activities is required.
- Excellent written and spoken communication skills in French and English; other languages such as Spanish and Arabic are desirable.

What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose of the position
The Program Manager oversees, leads and coordinates the development and implementation of the ICRC Management Programme across the different Regional Learning Units and Headquarters. They ensure that an effective and efficient Learning and Development program system is in place and coordinates the development, implementation and management of the corresponding budget (if any). They develop and promote independently the respective programme as a tool for professional development, in the interests of both staff members and the organization as a whole. They perform training facilitation of LnD courses for HQ staff and in support of LRUs.

Accountabilities & Functional responsibilities
- Drives the program’s strategy and handles planning and organization of the program’s implementation and delivery;
- Ensures proper management of the program’s budget and develops and maintains the program’s budget system;
- Designs and delivers communication tools for promoting all aspects of the program and communicates through different channels (intranet, HR tools, etc.) on the use and impact the program;
- Leads the development of relevant IT platforms for processing and following up the program’s activities;
- Provides – through communication, expertise, resources and training – HR Managers, Finance and Administration Managers, Learning and Development Division staff and line managers with the necessary support, mentorship and tools related to the program;
- Manages the learning content of the program and ensure it is up-to-date in collaboration with relevant internal and external stakeholders and manages the maintenance and development of the program’s framework and related reference documentation;
- Undertakes field missions to support communication on the program;
- Leads capacity building/upskilling for their team members;
- Facilitates Geneva based institutional trainings;
- Represents LnD in various HR projects.
Relationships
- Internally, interacts with all ICRC LnD functions, uses their expertise and solicits their support when necessary; interacts with functional trainers/training units intervening in integration and consolidation training programs or events; coordinates closely with the HLMS programme manager;
- Externally, interacts with learning and development providers, potential partners and other stakeholders.
Certifications / Education required
- University degree or equivalent.
- Adult education certification and Project Management certification are strong assets.
Professional Experience required
